Sealed proposals are due by July 2, 2026, no later than 2 pm.

Invoices must be submitted in a timely manner and in accordance with a net30 payment term.

Contractor shall warranty all awarded irrigation, grading, rootzone, controller, and related workmanship and materials for a minimum of one year from final acceptance.

Proposals will be evaluated based on methodology and resources (20 points), capability and experience (20 points), availability and response time (20 points), and cost fee proposal (25 points), and warranty (15 points).

Qualified respondents shall be licensed contractors in the state of Utah, for this type of work, and who meet Ogden City's insurance and bonding requirements, and have experience with all work defined in the scope of work.

A mandatory pre-proposal meeting will be held on June 17, 2026 at 9 am. We will meet at Grandview Park, **** Jackson Avenue, Ogden. Please allow at least one 1 hour for the pre-proposal meeting and site visit.

The question-and-answer period ends at 2 pm on June 24, 2026.

Proposals that are received after the deadline or not conforming to the rfp requirements may be deemed nonresponsive and eliminated. Ogden city reserves the right to disqualify any proposal that includes significant deviations or exceptions to the terms, conditions and/or specifications in this rfp.

The response deadline is July 9, 2026, at 02:00 PM MT.

Bidders must provide a Code of Ethics training document or certificate. Failure to do so will result in disqualification. A signed Certificate as to Corporate Principal may be required if applicable.

A non-mandatory site visit will be held on June 24, 2026, at 10:00 AM MT at Agua Dulce Community Center, **** Kentwood Ave. , El Paso TX 79928. The vendors access to the site will be restricted to this specified time period.

Failure to provide the mandatory Code of Ethics training document or online training receipt will result in automatic disqualification.

The facility shall begin intake of detainees within 91 days of award. The contractor shall submit a detailed mobilization plan and a final transition-in plan within two weeks after award.

The contractor shall warranty all supplied components, workmanship, and systems for a minimum of 12 months from government acceptance, with four one-year option periods for technical services, support, testing, maintenance, and repair.

The facility is required to achieve American Correctional Association (ACA) accreditation or equivalent within 18 months of contract award and maintain it throughout the period of performance.

If the contractor is unable to meet service response times or fails to repair equipment correctly, a penalty of **** per day may be deducted for each day the repair or replacement exceeds the standard or emergency completion timeframes.

The document implies mandatory inspections and audits by government entities, suggesting site visits are a part of the process, but does not explicitly state a mandatory site visit for potential bidders.

The contractor shall provide a one 1 year warranty on all replacement trees and shrubs.

The contractor shall provide a PM who is responsible for the performance of the work. A minimum of two 2 years of documented service contract management experience with team management and scheduling of workflow is required. The contractor shall designate a full time QCM on site during normal duty hours. As a minimum, the QCM shall have at least two 2 years of documented relative grounds maintenance services experience.

If a key is lost, the contractor shall, upon direction of the KO, have the government rekey or replace the affected lock or locks. When the replacement of locks or rekeying is performed by the government, the total cost of rekeying or the replacement of the lock or locks shall be deducted from the monthly payment due the contractor.

The contractor shall remove, from the job site, any employee for reasons of misconduct or security.
