The Housing Authority of the City of New Haven is seeking unarmed security services for standing security posts, roving patrols, monitoring, and other basic security tasks. Bids are due by May 22, 2026, at 3:00 PM EST. A pre-bid conference is scheduled for May 13, 2026, at 11:00 AM EST. All questions must be submitted by May 15, 2026, at 12:00 PM EST via the vendor portal. Addenda will be posted on the portal and must be acknowledged with a signature. Bids must be submitted electronically through the vendor portal. The contract will be awarded to the responsible offeror whose offer is most advantageous to the authority, considering cost or price and other factors. Bid protests must be submitted in writing within 10 days of contract award. The contractor must provide trained and qualified unarmed personnel, maintain discipline, enforce policies, and perform duties in accordance with instructions. Services are requested Monday through Sunday from 6 PM to 6 AM for various properties. The contractor must have a drug-free workplace policy and a comprehensive drug and alcohol testing program. The contractor must also ensure a low officer turnover rate. Inspections will be conducted by a manager at least twice per month. The contractor is responsible for uniforms and communication equipment. Security screenings of employees may be required.

The contract will be awarded based on the best interest of the authority, to the responsible offeror whose offer conforming to the solicitation will be most advantageous to HANHECC, cost or price and other factors, specified elsewhere in this solicitation, considered.
Bidders must complete the Contractors Bid Qualification Form, Reference and Past Performance Form, HUD Form **** Previous Participation Certification, and HUD Form **** Certification of Payments to Influence Federal Transactions if applicable. Officers must be 18 years or older, a US citizen or have legal residency, present a neat appearance, be trained on safety and emergency procedures, have a minimum of two years of experience, and possess all applicable licenses and certifications.
A turnover rate deemed excessive by HANHECC will be considered unacceptable and may be cause for contract termination.

Protests against the terms of a solicitation must be made prior to the due date of solicitation. Bid protests must be submitted within ten 10 days of the award of contract by the authority.
