This tender seeks quotations for comprehensive and third-party liability insurance for US government-owned
vehicles located at the US Embassy in Windhoek, Namibia. The contract is a fixed-price type contract with an economic price adjustment, covering a base period of 12 months and optional years. The contractor is responsible for providing insurance coverage, management of related services, and handling claims. The government will not reimburse VAT. Offerors must be qualified, financially responsible, and meet specific requirements, including English language proficiency, established Namibian business, SAM registration, insurance experience, personnel, equipment, financial resources, licenses, permits, and no adverse criminal record. The offer must be submitted in three volumes (standard form 33, commercial evaluation, and technical proposal) to the specified address or electronically. The offeror must justify any deviations from the instructions. Additional documents, such as business registration, SAM registration, licenses, permits, liability insurance, financial resources, and a statement regarding political/business affiliations, are required as attachments. The period of performance is 12 months, with options to extend for up to 6 months. Monthly and semiannual reports are required, detailing accidents, settlement status, and other relevant information. The contractor's insurance policy is part of the contract. The contractor must obtain all necessary permits and licenses. The government reserves the right to deny access to its facilities to any individual. Background checks will be conducted on contractor employees. The contractor must provide the names, biographic data, and police clearance of all contractor personnel. The offeror must certify that the prices are arrived at independently and have not been disclosed to competitors. The offeror must also certify that no federal appropriated funds have been paid or will be paid to influence any officer or employee of any agency, member of Congress, or employee of a member of Congress. Payment will be made semiannually, after receipt of a proper invoice or acceptance of decals/stickers/insurance policies, whichever is later.
