The City of Evans is seeking proposals for engineering services for a geotechnical, traffic, and drainage study for 49th Street, including a probable construction cost opinion for roadway surface rehabilitation. All reports and submittals associated with these studies are due no later than December 1, 2026.
Invoices will be itemized and include hourly breakdowns for all personnel and other charges. Payment shall be made within thirty 30 days from the receipt of any verified invoice. Interest will accrue at 12% per annum compounded annually if payment is not made within forty-five 45 days for uncontested billing.
Consultant warrants that it is qualified to assume the responsibilities and render the services described herein and has all requisite corporate authority and professional licenses in good standing. Consultant shall be responsible for the professional quality, technical accuracy, and timely completion of all services furnished.
The owner will award this contract based on review of, and the merits of, the submissions received. Evaluation of the submissions will consider the detailed description of the qualifications of the consultant firm, project personnel experience, ability to adhere to contract terms, and detailed description of key deliverables and tasks.
All companies submitting a response must be a qualified company and must be able to meet all requirements as noted in the contract documents and specifications. The consulting firm shall agree not to discriminate in employment matters.
If the contract is not completed and signed within ten 10 business days of the notice of intent to award, the city reserves the right to cancel and award to the next highest rated firm. Failure to maintain any required license shall constitute a material breach of this agreement.
A mandatory pre-bid meeting will be held on July 15, 2026, via Microsoft Teams. Firms that do not attend this meeting will not be allowed to submit for this solicitation. Vendors are strongly encouraged to visit with project managers during the pre-bid meeting.
Firms that do not attend the mandatory pre-bid meeting will not be allowed to submit for this solicitation. Submissions may not be marked proprietary in their entirety. Any submission deemed to be collusive, or a sham will be rejected and reported to authorities.
