This is a Request for Expressions of Interest (RFEI) for on-call professional traffic engineering consultant services. The New Jersey Turnpike Authority is seeking qualified firms to provide a variety of tasks related to traffic safety, roadway improvements, transportation planning, modeling, congestion management, and intelligent transportation systems. Firms must be prequalified in specific profile codes (A500 Traffic Control Systems, D492 Traffic Engineering: Data Collection and Demand Modeling). A current Professional Service Prequalification Questionnaire (PSPQ) package on file with the Authority is required. Subconsultants do not require prequalification, but joint ventures do. The Authority seeks participation of Small Business Enterprises (SBES) with a goal of 25% and Disabled Veteran Owned Businesses (DVOBs) with a goal of 3%. Submittals required include an Expression of Interest (EOI) with a deadline of May 5, 2026, at 10:00 AM. Inquiries are due by April 24, 2026, with responses posted by April 28, 2026. The total estimated value for the Order for Professional Services (OPS) is $4,000,**** for a two-year term. Firms will be evaluated based on eight rating factors, including experience, qualifications, understanding of needs, approach, commitment, quality management, and attainment of DVOB and SBE goals. Fee proposals will be requested from the top technically ranked firms. The Authority will utilize a secure file-sharing site (Kiteworks) for information exchange.
The deadline for submittal of expressions of interest is May 5, 2026, at 10:00 AM. The anticipated OPS schedule includes a Notice to Proceed in July 2026 and completion of services by July 2028.
The bid notice states that all consultant bills shall be deemed approved and certified for payment 20 days after receipt unless a written statement of the amount withheld and the reason for withholding payment is provided. If the billing is approved, the bill shall be paid in the Authority's subsequent payment cycle. Any dispute resolution will adhere to the provisions of N. J. S. A. 2A:30A-2f.
The bid notice includes a warranty by the contractor of no solicitation on commission or contingent fee basis, stating that no person or selling agency has been employed or retained to solicit or secure the contract upon an agreement or understanding for a commission, percentage, brokerage or contingent fee, except bona fide employees or bona fide established commercial or selling agencies maintained by the contractor. For breach or violation of this warranty, the state has the right to annul the contract without liability or to deduct the full amount of such commission, percentage, brokerage or contingent fee.
EOIs will be evaluated and ranked on the basis of numerical scores resulting from pre-established weighted factors. The rating factors and their relative weights are: experience of the qualified firm and its subconsultants on similar projects (15%), experience of the project manager on similar projects (15%), key personnel's qualifications and relevant experience (15%), understanding of the project and the Authority's needs (15%), approach and methodology in performing the services required (15%), commitment and ability to perform the project and outstanding work with the Authority (10%), commitment to quality management (10%), and attainment of DVOB and SBE participation goals (5%).
To be considered eligible and qualified, a firm must be prequalified in profile codes A500 Traffic Control Systems and D492 Traffic Engineering: Data Collection and Demand Modeling. A firm must also have a current approved Professional Service Prequalification Questionnaire (PSPQ) package on file with the Authority, which is one that has been on file for no more than 24 months, or in certain cases, no more than 12 months.
The bid notice mentions that for any violation of the anti-discrimination provisions, there may be deducted from the amount payable to the consultant a penalty of **** for each person for each calendar day during which such person is discriminated against or intimidated. The contract may also be canceled or terminated, and all money due or to become due may be forfeited.
