The City of Cocoa Beach is seeking proposals for disaster debris removal and recovery services. This includes emergency road clearance, debris removal from public and private property, management of debris staging and reduction sites, and demolition of condemned structures. The contractor must be experienced in disaster recovery and adhere to OSHA and EPA requirements, as well as FEMA guidelines. Key responsibilities include project management, coordination with FEMA and city staff, providing equipment and personnel, data management, and reporting. Initial response requires a representative at the Cocoa Beach Emergency Operations Center within 12 hours of notification, with work commencement within 24 hours of notice to proceed. Liquidated damages may be assessed for delays. The contract term is one year with potential for annual renewals, not exceeding five consecutive years. Proposals must include detailed information on the company's capabilities, financial resources, training, experience, equipment, subcontractors, and past performance. A non-mandatory pre-proposal conference will be held on June 5, 2026. Proposals are due by June 26, 2026.
Proposals must be received no later than Friday, June 26, 2026, at 2:30 PM. The city will not be responsible for mail delays, late deliveries, or deliveries to an incorrect location.
Upon acceptance of work by the using department of the City, the City shall make payment to the contractor in accordance with the Florida Prompt Payment Act, Section ****, Florida Statutes. The City reserves the right, with justification, to make a partial payment of any invoice submitted by the contractor when requested to do so by the using City department. All invoices shall be directed to the using City department. The City reserves the right to make payments by credit card.
The contractor warrants that the work including, but not limited to the equipment, materials and employees provided shall conform to professional standards of care and practice in effect at the time the work is performed, shall be of the highest quality and be free from all faults, defects or errors.
Award shall be made to the responsive and responsible proposer whose proposal is most economical according to the criteria designated in the solicitation. The evaluation criteria include responsiveness to the scope of work, ability and capability of the proposer, quality and adaptability of supplies/services, ability to provide future service, financial resources, ability to perform within the time specified, character, integrity, reputation, judgment, experience and efficiency, quality of previous contracts, compliance with laws, number and scope of conditions attached to the bid, responsiveness of client references, and net costs.
Proposers must submit a summary of qualifications including a copy of their certificate of insurance, occupational licenses for the last three years, personnel with primary responsibility, key individuals and their expertise, percentage of work to be subcontracted, a summary of any litigation filed against the proposer in the past five years related to the services, a comprehensive list of contracts (current or prior) with details on event type, contract value, duration, and FEMA interaction, a list of other government contracts and their priority, and a minimum of three references within the state of Florida for similar current and ongoing contracts for a minimum of twelve consecutive months. A comprehensive list of equipment available for use with this contract is also required.
Liquidated damages will be assessed if the contractor neglects, fails, or refuses to start the work within the 72 hours specified, or any proper extension thereof granted by the City. The contractor agrees to pay the City one thousand dollars ($1,000) for each and every calendar day that the contractor shall be in default after the time stipulated in the agreement for starting the work. This sum is agreed to be liquidated damages, not a penalty.
A non-mandatory pre-proposal conference will be held at 11:00 am on Friday, June 5, 2026, at City Hall, 2 South Orlando Avenue, Cocoa Beach, Florida 32931. This conference will allow prospective proposers the opportunity to ask questions concerning this solicitation.
The deadline for questions is Friday, June 12, 2026.
Proposals that do not comply with the requirements may be rejected at the option of the City. Failure of any proposer to receive any such addendum or interpretation shall not relieve such proposer from its terms and requirements. Proposals not submitted on the enclosed proposal form shall be rejected, unless stated otherwise in the proposal documents. More than one proposal from an individual, firm, partnership, corporation or association under the same or different names will not be considered. If the City believes that collusion exists among proposers, all proposals will be rejected.
