Contractors and subcontractors must make a good faith commitment to hire employees from the workforce development program. Monthly progress reports are required. Minority business enterprises (MBEs) participation is required. Bidders must submit affidavits identifying MBE participation. A minimum percentage of the contract value must be spent with MBEs. Bidders must certify their intent to perform the work with their own workforce. Additional information or documentation may be requested by the owner.

The tender is for providing lodging, facilities, and meals for JROTC cadets and cadre participating in the JCLC from June 2nd to 6th, 2025, within 130 miles of Hephzibah High School. The contractor is responsible for all personnel, equipment, supplies, lodging, facilities, tools, materials, supervision, meal services, and ten four-seat golf carts. The government will not exercise any supervision or control over the contract service providers. The contractor must provide lodging for 202 cadets and 38 cadre members, with separate facilities for male and female cadets. The contractor must also provide a dining facility, recreation center, sports fields, and sport courts. The contractor must prepare and serve meals during specified times, including breakfast, lunch, and dinner. The government is exempt from paying any sales taxes related to this contract. The contractor must comply with all applicable regulations, publications, manuals, and local policies and procedures. The contractor must provide a menu similar to the one provided in the document, compliant with USDA guidelines, and coordinated with the government point of contact at least 10 days prior to the event.
