Request for Quote (RFQ) for up to 19 untrained canine detection canines for the Border Patrol K9 Center in El Paso, TX. This is a 100% small business set-aside. Quotes are due by July 29th, 2026, 10:00 AM EST. Evaluation will be phased, considering breed conformance, availability date, open orders, past performance, and price. The top-ranked offeror will undergo a canine evaluation at the delivery location. The contractor is responsible for all transportation and retrieval costs for canines. Canines failing evaluation will not be accepted, and the contractor bears return expenses. Questions must be submitted in writing by July 20th, 2026, 10:00 AM EST.

The award will be made to the best value quote utilizing a tradeoff method between price and non-price factors, with technical and past performance being considered before price. the government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the government, price and other factors considered.
Offerors must meet breed conformance and availability date requirements in Phase I. offerors quoting breeds other than those specified in the statement of work will fail this factor and be removed from further consideration for the award.
Canines will undergo medical, physical, and behavioral evaluation at the CBP location. the top ranked offeror will be issued a purchase order for the full quantity of required canines established in the rfq. this will require the offeror to deliver the required number of quoted canines to the location identified at the bottom of this announcement for medical, physical behavioral evaluation as identified in section 3 of attachment 1 statement of work.
Canines presented for evaluation are considered samples. canine s that fails to pass the requirements or medical, physical behavioral evaluation performed by cbp will not be accepted, and the contractor shall bear all expenses associated with the return of the canine to the contractors site within 7 days after receiving notification.
