Animal Food Government Bids & RFPs

The contractor shall make deliveries within four 4 working days after receipt of a telephone or written order from an authorized government employee.

Award will be made to the offeror representing the best value to the government, based on technical approach, price, and past performance.

Offerors must provide pricing for all items and demonstrate their ability to meet schedule requirements and understand the Statement of Work (SOW).

The campus is closed to the general public, and admission to the facility is restricted to authorized persons and approved visitors. Visitors will be required to present government-issued identification and will be issued a visitor's badge.

The contractor shall deliver the full order of dog food requested within seven (7) calendar days of receiving an order. In emergency situations, emergency orders shall be delivered within 48 hours of order placement.

This requirement will be a 100% total small business set aside.

Any damaged bags that allow air to enter, severely damaged cans, or other unacceptable conditions shall be identified on the invoice shipping manifest and will be replaced at no additional cost to the government. Any shipments with evidence of rodent or pest damage or contamination, shall result in the entire order being rejected and shall be immediately replaced at no additional cost to the government.

The bid notice states that all responsible sources may submit a quotation which will be considered by the agency.

The bid proposals must be submitted until 11:00 AM prevailing time on Thursday, May 14, 2026, as stated in the notice to bidders.

The Town Board will make the award to the bid proposal that is deemed most favorable to the interests of the town, as indicated in the notice.

The notice mentions specific rights for veterans under Section 162 of the New York State Finance Law, which may authorize acceptance of a bid from a qualified veterans workshop if it does not exceed the lowest responsible bid by greater than 15%. It also references local law 62. 5 for local veteran-owned businesses. The contracting officer shall determine the anticipated cost to the government of the supplies/services covered by this justification and approval will be fair and reasonable by conducting a price analysis before an award is made.

NMRC only has three approved vendors to provide large swine animal models to the institute with only one of those vendors capable of providing the requested animals at this time. The specific requirement is for male Yorkshire swine Sus scrofa of similar body mass weight, approximately **** kg, free of disease and parasites.

The estimated value for the animals from TD Morris is $10,****.
