This notice describes a bioengineered peptide platform developed by Los Alamos National Laboratory (LANL) for the selective recovery of high-value critical minerals from dilute and complex process streams. The technology offers a low chemical, low water approach that integrates into existing bioleach operations, addressing bottlenecks in traditional separation technologies. The Department of the Army (DA) is issuing a Request for Proposals (RFP) to solicit competitive proposals for leasing non-excess DA land properties under a long-term Enhanced Use Lease (EUL) at Anniston Army Depot, Fort Drum, and/or Pine Bluff Arsenal installations. The EULs are for the purpose of designing, financing, permitting, developing, constructing, installing, owning, maintaining, operating, securing, and decommissioning a mineral processing facility. The DA may award one or more EULs. The lease term will be fifty (50) years, with a potential option to renew. Consideration for the lease will be in kind, cash, or a combination thereof, not less than the fair market value. The lessee will be responsible for all aspects of the project development and operation, complying with all applicable laws and regulations, and the project must be viable without any commitment or contribution from the DA. Offerors may propose projects on all or a portion of the properties at any one or more installations. The DA may select more than one offeror and consider multiple projects. Proposals must clearly identify the portion(s) and acreage(s) proposed for lease. The RFP may be amended, and offerors are required to refer to the RFP posting on SAM. gov for any amendments or supplements. The DA reserves the right to modify, suspend, reject proposals, extend deadlines, cancel the RFP, make awards based on initial proposals, discuss submissions, and negotiate further if warranted. The DA's objective is to maximize financial return through the lease of available land.
