Department of the Army is seeking proposals for a 50-year Enhanced Use Lease (EUL) of approximately 25 acres at Fort Drum, NY, for a mineral processing facility. The selected offeror will be responsible for financing, designing, developing, constructing, operating, and decommissioning the facility. Consideration for the lease will be in-kind, cash, or a combination, not less than fair market value. Proposals are due by July 22, 2026. Environmental compliance, including NEPA, is a significant requirement. The project must be viable without DA contribution. DA reserves the right to modify, waive, reject, extend, or cancel the RFP.
Proposals must be received no later than 5:00 p. m. EDT on July 22, 2026.
Consideration to be paid by the lessee for the EUL will be in-kind, cash, or a combination thereof, in an amount not less than the fair market value of the lease interest.
Proposals will be evaluated based on an integrated assessment of five equally weighted factors: Project Description, Project Plan, Financial Capability, Organizational Structure/Experience/Past Performance, and EUL Consideration Rent. The selection will be based on the proposal offering the best overall value.
Offerors must be organized under the laws of the United States, have majority domestic ownership and control, and possess a physical place of business in the United States. Ineligible entities include those debarred, suspended, listed on the excluded parties list, posing a security risk, or subject to criminal indictment for a felony.
If the selected offeror fails to meet milestones or cure an event of default, DA may terminate the EUL, and the offeror may be liable for administrative expenses incurred by DA.
Questions regarding this RFP may not be considered after 5:00 p. m. EDT, July 15, 2026.
Proposals may be rejected for failure to furnish required information or meet RFP terms and conditions. Offerors may also be disqualified if they pose a security or safety risk, or are subject to certain legal actions.
