The current pharmacy provider delivers twice daily, 7 days week.

The proposal must include detailed monthly invoicing, patient-specific medication charges, housestock charges, returns and credits, and medication utilization reports.

The RFP will be reviewed utilizing the following criteria: a. completeness of proposal 10 pts b. understanding of project 20 pts c. experience with similar projects 20 points d. cost 50 pts.

Respondents must provide evidence with providing services with facilities of similar size and complexity, and identify a minimum of three facilities the firm has or is providing pharmacy services for.

Questions will be accepted until friday, september 18, 2026 at 3: 00 pm.

Failure to disclose accurate and complete information as required by sections 139j and 139k could result in a determination of nonresponsibility.

Bids must be received by the due date and time. No late bids will be accepted. The bid due date is 07/29/2026 at 2:30 PM.

Any invoice received and payment made shall be subject to APS terms and conditions net 30 unless specifically waived by APS in a separate written document.

All bidders must guarantee full satisfaction of their products' use or permit unsatisfactory product to be returned for full money refund. Bidders will replace damaged items at no cost to APS.

Awards will be made to the lowest responsive and responsible bidders meeting all specifications and requirements of the invitation to bid.

Vendors must demonstrate the ability to consistently supply and deliver New Mexico-grown fresh fruits, vegetables, and meat products, be legally authorized to conduct business in New Mexico, and have experience in distribution to institutional or food service customers.

Repeated late or incomplete deliveries may be grounds for contract termination. Failure to provide or maintain accurate contact information may constitute grounds for enforcement action, including inspection delays being deemed nonresponsive and resulting in contract termination.

The district reserves the right to inspect the facilities, farms, and/or organizational operations of any prospective or awarded vendor. Vendors have 14 days to schedule and complete a farm visit upon request.

Any offeror who is aggrieved in connection with a solicitation or award of an agreement may protest to the purchasing office in accordance with the requirements of the contracting procurement regulations and the state procurement code. The protest should be made in writing within 24 hours after the facts or occurrences giving rise thereto, but in no case later than 15 calendar days after the facts or occurrences giving rise thereto.

Failure to submit mandatory items with the response may deem it nonresponsive and may be disqualified. Refusal to participate or failure to respond within the 14-day period for farm inspections will result in contract termination.

Delivery is weekly, FOB destination, beginning July 1, 2026, and ending September 30, 2026, between the hours of 7:00 a. m. PST and 1:00 p. m. PST. Terms of delivery are weekly f. o. b. destination beginning july 1, 2026, and ending september 30, 2026, between the hours of 7: 00 a. m. pacific standard time pst and 1: 00 p. m. pst.
