This is a Request for Information (RFI) for Housing Opportunities for Persons with AIDS (HOPWA) program. The Department of Human Services is seeking proposals for HOPWA funding to provide tenant-based rental assistance, short-term rent, mortgage and utility payments, permanent housing placement, and supportive services for eligible residents in Hawaii. The RFI is valid for four years, with the first contract term starting July 1, 2026. The total anticipated funding is approximately $1,000,**** per year. The proposal submission deadline is May 22, 2026, 12:00 PM Hawaii Standard Time HST. Electronic copies must be received by this time, and printed copies must be postmarked by USPS by May 22, 2026, and received by May 29, 2026, 12:00 PM HST.
The state shall pay the provider within thirty 30 calendar days after the state's receipt of a proper written request for payment that includes the invoice and certification documenting the satisfactory performance of the services, unless a delay in payment is due to circumstances provided for in section ****, HRS.
Proposals will be evaluated comprehensively, fairly, and impartially using structural, quantitative scoring techniques. All proposals must meet minimum requirements, and will be evaluated in three phases: evaluation of proposal requirements, evaluation of proposal application, and recommendation for award. The applicants total satisfactory proposal score will be identified and categorized. Tie-breaking will be based on the service delivery category first, then experience and capability.
Applicants must be eligible agencies serving eligible beneficiaries with eligible activities appropriate for the population to be served, and their proposals must be financially feasible and cost-effective. They must also comply with all applicable laws and possess necessary registrations, such as a Unique Entity Identifier (UEI) and SAM. gov registration.
The RFI mentions that proposals may be automatically rejected for failure to cooperate or deal in good faith, inadequate accounting system, late proposals, inadequate response to request for proposals, proposal not responsive, or applicant not responsible.
