This is a combined synopsis solicitation for commercial products or commercial services for a work uniforms service for identified service lines and employees at the Joseph Maxwell Cleland Atlanta VA Medical Center. The acquisition is set aside for Service Disabled Veteran Owned Small Business (SDVOSB) concerns. The North American Industry Classification System (NAICS) code is **** with a small business size standard of $8. 0 million. The FSC/PSC is S209. The Statement of Work, line item descriptions, quantities, period of performance, applicable terms and conditions, and instructions to offerors are specified in the attachments. Payment will be made monthly after submitting and certification of invoice. Invoices shall be submitted monthly and shall be based on the number of items rented and cleaned. Payment received upon invoice.
The contractor warrants and implies that the items delivered hereunder are merchantable and fit for use for the particular purpose described in this contract.
The government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the government, price and other factors considered. The following factors shall be used to evaluate offers: Technical, Past Performance, and Price. Technical and past performance, when combined, are considered more important.
This acquisition is set aside for Service Disabled Veteran Owned Small Business (SDVOSB) concerns. The offeror must be a certified SDVOSB listed in the SBA certification database.
The contracting officer shall be the final arbiter of all disputes. Uniforms not returned from the laundry after two weeks shall be replaced with good and usable garments at no extra charge to VAMC. If the VAMC fails to return a uniform and the uniform is less than nine months old, VAMC shall pay half of the replacement cost of the uniform. If the uniform is between nine and fifteen months old, VAMC shall pay one quarter of replacement cost of the uniform. If the uniform is more than fifteen months old, VAMC shall not be charged for that uniform.
To ensure a proper fit, the contractor shall visit the VAMC campus within 2 weeks or when the sizing kits is received by the contractor. Measurements shall require more than one session and the contractor shall decide with the contracting officers representative (COR) to schedule these times.
The contractor shall provide samples of a variety of uniform shirt and pants colors and styles from which to choose.

Offers received from entities that are not certified SDVOSBs and listed in the SBA certification database at the time of offer shall not be considered. Any business concern, including all its principals, that is determined by VA to have willfully and intentionally misrepresented a company's SDVOSB status is subject to debarment from contracting with the department for a period of not less than five years.
