The City of Rochester is seeking contractors for roadway snowplowing services for the **** season. The contract term is one year, with options to extend. Bids are due July 8, 2026. Contractors must provide well-maintained trucks or loaders with operators. Equipment will be inspected. A pre-bid meeting is scheduled for June 30, 2026. Award will be on a route-by-route basis to the lowest responsive and responsible bidder. Bid security of $1,000 per route is required. Insurance is mandatory.
Sealed bids must be submitted in hard copy to the office of the director of purchasing, City Hall Room 105A, Rochester, NY ****, prior to the closing date and time: Wednesday, July 8, 2026, at 11:00 a. m.
The city will make payment within thirty (30) days of receipt of an invoice. If there is a dispute about the amount owed, the city will approve payment of the undisputed amount within thirty (30) days and withhold the disputed amount until resolution. The city will retain the final trip payment until all contract provisions have been met.
The city intends to award a contract to the responsive and responsible bidder whose bid is the lowest best value offer to the city on a route-by-route basis.
Contractors must be competent and responsive, supply one well-maintained truck with a city-approved plow or a front-end loader/articulated loader backhoe in excellent operating condition, and have a qualified operator. Equipment will be subject to inspection. Bidders must also provide driver, insurance, and equipment information within five days of award notification.
Penalties for failure to perform include fines (e. g. , $500 for failure to start a run on time), loss of payment for a run, cancellation of contract for a route, forfeiture of performance security, and default of contract. The city has the right to retain monies owed as liquidated damages.
A pre-bid meeting will be held on Tuesday, June 30, 2026, at 11:00 a. m. via Zoom. Bidders with less than five years of snowplowing experience must attend.
Samples are not required for this bid.
A bidder may be disqualified for a history of inadequate performance, non-compliant equipment, financial instability, violation of laws, or failure to provide required documentation or qualified drivers.
