The bid submission deadline is May 28, 2026, at 10:00 AM. Bids submitted after this time will be rejected and returned unopened.

Payment terms are governed by the Local Government Prompt Payment Act, 50 ILCS 505/1 et seq. , unless otherwise modified by the contract documents. Final payment is due after the contractor has fully performed the work and delivered all required documentation.

The contractor guarantees against any faulty materials or workmanship for a period of one year after final payment, or for the periods set forth in the scope of work/specifications, whichever is longer. Defective work must be corrected at the bidder's expense.

The park district will award the contract to the lowest responsible bidder. In considering a bidder's responsibility, the park district will evaluate factors such as terms of delivery, quality, conformity with specifications, serviceability, and other factors as determined by the park district.

Bidders must demonstrate experience in performing similar work, have adequate labor and materials, and not have been debarred or deemed ineligible for public contracts by any governmental agency. Specific documentation regarding past projects, subcontractors, and litigation is required.

The contract includes a liquidated damages clause for failure to achieve substantial completion by the established dates, with a penalty of **** per calendar day. The contractor is also liable for increased costs if the park district needs to obtain services from substitute contractors due to contractor default.

Each bidder shall visit the sites of the proposed work and fully acquaint itself with conditions. Failure to visit the project sites shall in no way relieve any bidder from any obligations with respect to its bid.

The bid documents do not explicitly state a requirement for sample submission for all materials, but product information, product data, and samples of materials for site furnishings, landscape plantings, and playground surfacing are to be submitted for approval prior to ordering and installation.

If a bidder is in doubt as to the interpretation of any part of the bid documents, or finds errors, discrepancies or omissions, they must submit a written request for interpretation not later than five (5) business days prior to the opening of bids.

The bid due date is June 1, 2026, at 10:00 AM PDT. The estimated delivery date for the project is July 01, 2026, with an initial three-year term and two additional one-year term options.

The bid response types are line items, and the type of award is lump sum.

Contractors must have a C27 landscaping license and a qualified applicator license/certificate. Additionally, contractors and subcontractors must be registered with the DIR prior to submitting a bid if the project involves maintenance work with a value exceeding $15,**** or construction, alteration, demolition, installation, or repair work with a value exceeding $25,****.

Liquidated damages are $500 per location not serviced.

A mandatory pre-bid meeting will be held onsite at the Operations Support Facility, Building 1, **** Oak Canyon Road, Irvine, CA ****, on May 13, 2026, at 9:00 AM PDT.

All questions relative to this project prior to opening bids must be submitted via PlanetBids no later than May 20, 2026, at 10:00 AM PDT.
