The State of Oregon is seeking proposals for assigned claims and claims processing agent services for workers' compensation claims. The contract is anticipated to start on December 1, 2026, with an initial term of five years, renewable up to ten years. The estimated value is $70,000,**** requirements include a minimum of ten years of experience processing Oregon workers' compensation claims, an Oregon business location, and certified claims examiners. Proposals are due by July 30, 2026. The evaluation will consider executive summary, administrative proposal, key persons, financial stability, technical proposal, assessment questions, compensation plan, references, and price.
Proposals must be received by the single point of contact on or before the bid opening date and time: July 30, 2026, at 2:00 PM Pacific Time.
The successful proposer will be reimbursed for all active claim expenses incurred. Agency will not provide any advanced fund amounts. Proposers must verify they have adequate cash flow to meet weekly obligations before reimbursement.
Proposals will be evaluated based on a combination of factors including executive summary, administrative proposal, key persons, financial statement/fiscal responsibility, technical proposal, assessment questions, proposed compensation plan, references, and price. The highest ranking responsible proposer will be selected.
Proposers must have a minimum of ten years of experience processing Oregon workers' compensation claims, be an Oregon authorized and registered insurer, casualty adjuster, or third-party administrator, and have an Oregon business location for claims processing services.
A preproposal conference will not be held for this RFP.
Protests to the RFP must be received by the due date and time identified in the schedule. Protests to a bid amendment must be received by the due date identified in the bid amendment.
Agency may reject a proposal if the proposer fails to substantially comply with RFP procedures, has delinquent debt owed to the state, fails to meet responsibility requirements, or makes inappropriate contact with state representatives.
The anticipated value of the services is estimated to be $70,000,**** for the cumulative contract term.
