Wayne County is seeking proposals from organizations to participate in the Wayne County Resilience Hub Network. The selected organizations will act as subrecipients and contractors, participating in training to develop community emergency response plans. Key activities include attending FEMA community resilience trainings, developing a community emergency response plan, and conducting community engagement events. Organizations must be non-profits, local businesses, community-based organizations, municipalities, or philanthropies. They must identify a standing participant and at least one alternate for training and ensure three representatives complete technical training. Reporting to FEMA and the county is required. The contract term is two years with two one-year extension options. Proposals must be submitted electronically through the BidNet Direct system by July 2, 2026, 2:00 PM. A virtual pre-proposal conference is scheduled for June 10, 2026, and a pre-proposal site visit is scheduled for June 9, 2026, at Inkster City Hall.
Proposals are due by July 2, 2026, at 2:00 PM.
The bid submission pricing must reflect net 45 payment terms.
Proposals will be evaluated based on experience qualifications (40 points), organizational siting (30 points), and project cost (30 points). Evaluation credits may also be provided.
Proposers must demonstrate they have been operational for the last three years, currently operate a service location within Wayne County, and demonstrate service delivery to a Wayne County community scoring 0. 7 or higher on the CDC Social Vulnerability Index.
Repeated failure to correct deficiencies will result in cancellation of any contract awarded.
A pre-proposal site visit is scheduled for Tuesday, June 9, 2026, from 5:30 PM to 7:00 PM at Inkster City Hall.
Proposers' questions are due by June 15, 2026, at 2:00 PM.
Causes for disqualification include evidence of collusion, lack of competency, lack of responsibility, uncompleted work that might hinder completion, being in arrears on contracts, in litigation with the county, or having defaulted on previous contracts.
