This is a non-personal service contract for providing office and latrine services at the Southwest Laredo Army Reserve Center for one year with three option years. The contractor is responsible for providing all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items necessary to perform the services. The government will not exercise any supervision or control over the contract service providers. The contractor must develop and submit a Quality Control Plan (QCP) within 30 days of contract award. The QCP must include an inspection program, deficiency identification and correction methods, documentation and enforcement procedures, and trend analysis. The contractor must also implement and maintain an Operations Security (OPSEC) program. The government will evaluate the contractor's performance in accordance with the Quality Assurance Surveillance Plan. The contractor must provide service 24/7, including federal holidays. The work will be performed at the Army Reserve Center, Laredo, TX, but mission requirements may dictate a change of location. The contractor must provide a contract manager and an alternate.
