The bid is for the maintenance of the fire alarm system at Lihue Airport. Bidders must possess a valid State of Hawaii specialty contractor's license. All requests for information and substitution requests must be submitted through HiePRO by November 20, 2025. The complete proposal must be uploaded to HiePRO by December 4, 2025, at 2:00 PM HST. The contract term is for 12 months, with the possibility of two 12-month extensions. The state reserves the right to reject any or all proposals.
The complete proposal must be uploaded to HiePRO prior to the bid opening date and time, which is December 4, 2025, at 2:00 PM, Hawaii Standard Time (HST), according to the bid notice.
Final payment will only be made after the contractor receives final acceptance by the director, as provided in section 8. 8, and until the contractor has filed with the department the following: consent of the surety, when applicable, to payment of the final estimate, satisfactory evidence by affidavit that all debts resulting from the contract have been fully paid or satisfactorily secured, and a current certificate of vendor compliance issued by the Hawaii Compliance Express (HCE), according to the bid notice.
The award of contract, if it be awarded, shall be made within sixty 60 calendar days after the opening of bids to the lowest responsive and responsible bidder whose proposal complies with all the prescribed requirements, according to the bid notice.
To be eligible for award, bidders shall possess a valid State of Hawaii specialty contractors C13, or C15, or C15A license at the time of bidding, according to the bid notice.
For failure to meet response time of trouble calls section 10. 8 and **** a. 100. 00/hr. and fraction thereof. for failure to meet the time to return to service performance factor section **** b. 1/30 of the contractors monthly bid amount to maintain and inspect the fire alarm system bid item no. 1 for each additional full twenty-four 24 hour period, according to the bid notice.
Any protest of this solicitation shall be submitted in writing to the director of transportation, in accordance with HRS **** and Hawaii Administrative Rules ****, according to the bid notice.
