The contract requires non-nuclear ship repair services, including overhauls and conversions, for non-nuclear propelled and non-propelled ships east of the 108th meridian. Direct materials, direct subcontracted services, and direct consumables/expendables must be priced and itemized separately and not included in the CR composite labor rate. The contractor shall not perform work without the contracting officer's authorization. Change requests are transmitted electronically via email and follow a specific process: Condition Found Report (CFR) generated by the contractor, Condition Report Reply (CRR) generated by the Contracting Officer's Representative (COR), Change Request (CR) and Inspection Guide (IGE) generated by the COR and forwarded to the Contracting Officer (KO), contractor's proposal, negotiations if needed, COR provides a copy of the CR to the contractor, approved work request forwarded by the KO, and finally a modification to the contract issued by the KO. The contractor shall submit the number of direct production labor hours, a list of direct materials, subcontracted services, and consumables/expendables with prices, and any proposed changes to the schedule of work in all CR quotes. The contractor is not entitled to payment until a written contract modification is executed. Within three working days of the vessel's arrival, the contractor must provide a production schedule, work package network, total manpower loading curve, trade manning curves, and subcontracting list. Any deviation greater than two calendar days from the production schedule must be immediately reported. Deviations resulting in delays past the performance period completion date may entitle the government to remedies for late performance. Access to the vessel will be granted to government personnel and representatives of other contractors on a non-interference basis, subject to contractor rules and regulations. Temporary services, if extended due to government-caused delay, may be subject to an equitable adjustment at the rate stated in the schedule.

The contractor shall not be entitled to payment for any hours ordered pursuant to this clause until a written contract modification is executed.
The contractor shall furnish the contracting officer with proof of insurance for the duration of the contract, including ship repairers liability, comprehensive general liability, and full insurance coverage in accordance with the United States Longshoremen's and Harborworkers' Act and the state's workmens compensation law or its equivalent for all places of performance under this contract.
Any deviation in the production schedule which results in a delay in the completion of work on a vessel past the established performance period completion date may entitle the government to remedies for late performance under subparagraph f of this clause titled excusable delays.
