Bids are due by July 23, 2026, at 11:00 AM EST.

Payment will be made after a properly executed County of Morris voucher has been received and formally approved by the Board of County Commissioners. The county will not pay penalties and/or interest on overdue bills.

The contractor shall guarantee any or all goods and services supplied under these specifications. Defective or inferior goods shall be replaced at the expense of the contractor.

The county reserves the right to award in whole or in part to the lowest responsible bidder, or to award each item separately to the lowest responsible bidder meeting specifications, or to make an award based on the total bid to the bidder whose total sum is the low bid meeting the specifications, whichever is in the best interest of the county.

Respondent must be an established concern in the business of providing the product/service proposal and must prove to the county purchasing agent's satisfaction, upon request, that they have adequate facilities to perform all requirements in the event of an award.

There may be deducted from the amount payable to the contractor a penalty of **** for each person for each calendar day during which such person is discriminated against or intimidated in violation of the contract provisions.

Site inspections for county buildings can be arranged by calling the Superintendent of Buildings and Grounds or authorized representative for information or questions at ****.

Any prospective bidder who wishes to challenge a bid specification shall file such challenges in writing with the contracting agent no less than three (3) business days prior to the opening of the bids.

Bids containing any conditions, omissions, unexplained erasures or alterations, items not called for in the bid proposal form, attachments of additive information not required by the specifications, or irregularities of any kind, may be cause for rejection by the owner.

The contract period for the base year is from 09/01/2026 to 08/31/2027. Option periods extend through 08/31/2031.

Payment will be made by the government in accordance with the prompt payment act and regulations at 5 CFR part **** must be submitted electronically after completion of each occurrence.

The contractor warrants and implies that the items delivered under this contract are merchantable and fit for use for the particular purpose described in this contract.

Offerors must attest and sign VAAR **** completing this will deem the offer unacceptable and ineligible for award.

The contractor shall be liable for default unless nonperformance is caused by an occurrence beyond the reasonable control of the contractor and without its fault or negligence.
