The City and County of Honolulu, Department of Parks and Recreation is soliciting competitive sealed proposals for services to operate the annual Summer Plus Program, a recreation child care program for children aged five to thirteen. The program operates before and after the Summer Fun Program at designated sites. The contractor will receive all fees accrued from providing extended care and is responsible for all associated taxes and charges. The contractor will have the exclusive right to plan, organize, conduct, and operate the program at awarded sites. Services include supervised free play, fitness activities, and enrichment activities. Proposals will be evaluated based on experience and capability (40 points), staff training and qualifications (30 points), program design and management (30 points), and past performance (20 points). The deadline for submitting offers is May 15, 2026, at 15:00 HST. Offerors must submit one original proposal, five hard copies, and two digital copies. Hawaii Compliance Express registration or proof of tax compliance is required prior to award. The contract term is 24 months, with services lasting approximately five months each year. The city reserves the right to amend the agreement for additional services or sites.
The deadline for offers is May 15, 2026, at 15:00 HST. Services must be satisfactorily completed by October 31st of the service year.
Payments will be authorized by the director after completion of performance or delivery and acceptance of all materials, goods, and services, and after invoices are received. Payments shall be made no later than thirty 30 calendar days following receipt of the statement for goods received and services completed.
The city shall award to the responsible offeror whose offer is determined to be the most advantageous to the city in accordance with the solicitations evaluation criteria for each group.
The organization shall be a profit organization incorporated under the laws of the state or a nonprofit organization determined by the internal revenue service to be exempt from federal income tax. The organization shall have a minimum of two 2 years of experience in providing and operating child care services and programs.
If the contractor does not have staff at a Summer Plus Program site during the Summer Plus Program hours, the contractor shall provide parents a refund of the program fee for each day service is not provided. In addition, the contractor shall be assessed a **** fine for each day of noncompliance.
At least one week prior to the start of the Summer Plus Program, the contractor and/or its designated representative shall meet with each site recreation program director to conduct a site inspection of the designated Summer Plus Program site facility.
The deadline to submit requests for clarifications/substitutions is May 1, 2026.
