The cannons will be transported and delivered on an agreed-upon date. The contractor shall bind the finished cannons for travel, deliver to dobco at goethals hall when notified by west point that site is ready to accept the cannons for installation.

Selected contractor must complete this job no later than 120 days at contract award and must start work prior 30 June 2026.

Selected contractor will be paid within 30 days after work is completed and inspected.

A certified integrator installer per manufacturer is required for extended warranty periods and troublefree installations.

Selected contractor must have legal and authorized personnel to perform this job.

Selected contractor must visit site before submitting their bid price.

Proposals are due by August 4, 2026, at 2:00 PM CT.

The CM will be reimbursed for the cost of the work plus a fee. Payments will be made directly to the CM for distribution to subcontractors and suppliers.

Standard manufacturer's warranty for all equipment is required. The awarded contractor will be the sole point of contact for any issues during the warranty period.

The proposal will be evaluated based on cost/price (30 points), qualifications (20 points), reputation of the vendor (20 points), experience (20 points), and best meets the district's needs (10 points).

Proposers must demonstrate responsibility by having adequate financial resources, ability to comply with schedules, a satisfactory record of performance, and integrity and ethics.

Liquidated damages are addressed in the general conditions for late completion.

A virtual pre-bid meeting is scheduled for July 23, 2026, at 9:00 AM. Details for preregistration are provided.

Questions must be submitted in writing through IonWave no later than July 28, 2026, at 4:00 PM CT.

Proposals may be rejected for using altered forms, unauthorized additions, conditional proposals, irregularities, reserving the right to accept or reject awards, unbalanced prices, or failure to submit required documents.

The total estimated budget for the renovations is $4,420,000 ($2,000,000 for Andrews ES, $820,000 for Carlisle ES, and $1,600,000 for Christie ES).

Sealed bids will be received electronically until 2:00 p. m. , local time, on Tuesday, August 18, 2026.

Payment on this contract will be made by Visa or Mastercard. Payment shall be at the lump sum price stated in this invitation to bid and/or resultant contract.

The contract shall provide that the contractor agrees to correct any defective or faulty work or material, which may appear within one 1 year after completion of the work and receipt of final payment.

The city reserves the right to make an award to the responsive and responsible bidder whose product or service meets the terms, conditions, and specifications of the ITB and whose bid is considered to best serve the city's interest.

Possession of a State of Florida Certified General Contractor license, or State of Florida Certified Building Contractor license, or any other state or county licenses, certifications or registrations deemed legally permissible by the city to conduct the nature of the work required in this solicitation.

Failure to adhere to bid security requirements may be grounds to consider the bid as nonresponsive. The city may terminate this agreement at the city's option if the contractor is found to have submitted a false certification.

A pre-bid conference and site visit will be held on Tuesday, July 28, 2026, at 10:00 am EST at Oswald Park Recreation Center. While attendance is not mandatory, tours at other times might not be available.

Any bidder who is not recommended for award of a contract and who alleges a failure by the city to follow the city's procurement ordinance or any applicable law may protest to the Procurement Department Director, by delivering a letter of protest within five 5 days after a notice of intent to award is posted.

No bid will be accepted from, nor will any contract be awarded to, any person who is in arrears to the City of Fort Lauderdale, upon any debt or contract, or who has defaulted, as surety or otherwise, upon any obligation to the city, or who is deemed irresponsible or unreliable by the City Commission of Fort Lauderdale.
