The flooring replacement services shall be completed within 30 days from the time they are initiated. The overall contract performance period will be 12 months from the effective date of award.

Payment shall be made for actual services performed in accordance with the contract using the VA's electronic invoice presentment and payment system (IPPS). The government intends to award a single purchase order resulting from this RFQ to the responsible vendor whose quotation represents the best value to the government, considering price and non-price factors.

For a quotation to be considered for award, the quoter shall provide a minimum 3 x 3 sample of the actual flooring proposed, or a manufacturer color chart if an exact sample of the requested color is unavailable, and the manufacturer's written specifications for the proposed product. Physical samples must be dropped off prior to the offer due date at Building 108.

Quotations that do not provide the required sample and specifications may be rejected as non-responsive to the RFQ. Failure to meet technical acceptability criteria may render a quotation ineligible for award.

The project must be completed by December, 2026. Bidders must submit their proposals by Tuesday, August 25, 2026, at 5:00 PM EST.

The city agrees to pay the service provider following receipt of a detailed invoice reflecting the actual work performed, with a maximum price for materials, labor, and expenses as reflected in Exhibit B.

The crosswalk art is expected to have a lifespan of approximately 3-5 years without the need for major maintenance until after that time.
