County of Putnam is seeking proposals for the operation of a single-site warming center/overnight shelter during the winter season. The shelter will accommodate **** individuals and operate 24/7 during the code blue season (Oct 15 - Apr 30). Key requirements include providing a safe, clean, supervised environment, light refreshments, and restroom access. Collaboration with law enforcement for transport is necessary. Proposals are due by July 17, 2026, 1:00 PM. Questions deadline is July 8, 2026, 5:00 PM. Evaluation will be based on understanding of services, experience, qualifications, cost, and organizational stability.
Proposals must be submitted no later than Friday, July 17, 2026, at 1:00 PM local time.
The county's standard payment term is thirty (30) to sixty (60) days upon receipt of invoice after services are performed or goods delivered.
Proposals will be evaluated based on demonstrated understanding, ability, and capacity to provide services (25 points), experience (20 points), vendor/personnel qualifications (20 points), cost (20 points), organizational structure and financial responsibility (10 points), and familiarity with Putnam County and its populations (5 points).
Proposers must demonstrate experience with vulnerable populations, particularly unsheltered or co-occurring substance use disorder populations, and have knowledge of trauma-informed care and crisis intervention techniques. Knowledge of local resources is preferred.
Any proposed facilities will require review and approval prior to use and may require the department and/or evaluation team to conduct a site visit to any proposed facilities prior to award.
Protests must be submitted in writing prior to the closing date of proposals, unless the aggrieved person did not know and should not have known of the facts giving rise to such protest prior to the closing date. The protest shall be submitted within three calendar days after such an aggrieved person knows or should have known of the facts giving rise thereto.
Failure to comply with the Iran Divestment Act, providing false information, or submitting proposals after the deadline can lead to disqualification.
