The USDA, ARS intends to award a contract for an in silico protein modeling software license (Molecular Operating Environment - MOE) on a single-source basis to Chemical Computing Group, ULc. The notice is for the base year and up to four optional years. Potential sources are invited to submit substantiating documentation within seven calendar days of the notice. The procurement will be processed pursuant to FAR Part 12 and FAR Part 13. No solicitation will be issued. Responses will be considered solely for determining whether to conduct a competitive procurement. Oral communications are not acceptable.

The Naval Research Laboratory (NRL) is seeking bids for the installation of electrical infrastructure in its Physical Scale Modeling (PSM) test facility. Potential contractors must be licensed and insured, comply with Florida and federal laws, and obtain base access. The contractor will be responsible for all tools, equipment, materials, supplies, and supervision. The installation must minimize disruption to NRL operations and be performed during normal business hours, excluding federal holidays. The contractor must assist NRL in preparing for inclement weather, including hurricanes. A quality plan and 3-year warranty are required. Detailed electrical requirements, including Government Furnished Equipment (GFE), are provided. Contractors are required to visit the site prior to submitting proposals. The proposal must include a detailed schedule with key milestones. Appendix 1 provides specific equipment details. Appendix 2 will be provided at an industry day.

This is a solicitation for architect and engineering services for the construction of ammunition facilities at Picatinny Arsenal, NJ. Firms must submit SF 330 Part I and II, not exceeding 100 pages (PDF format) and 35MB total file size, by the response date. The submission must include the firm's design quality management plan (DQMP) and estimated percentage involvement of each firm on the proposed team. The government intends to notify interested firms of the selection or non-selection decision by April 2025. The contract is anticipated to be awarded in July 2025 and design completed by August 2027. The contract will require accomplishment of site investigation work, preparation of parametric design (5-15% of total design effort), concept design (35% of total design effort), and optional preparation of 60%, 90%, and final 100% designs, and construction phase services. Selection criteria include demonstrated competence and qualifications, experience with similar projects, qualified personnel in key disciplines, past performance on DOD contracts, capacity to complete the design within two years, knowledge of design of foundations, and participation of small businesses. Subcontracting goals are outlined in the notice. The estimated construction cost of the project is approximately $80,000,000.
