The U. S. Embassy in Port au Prince, Haiti is seeking cellular phone services. The contract will be a firm fixed price type. All responsible sources may submit a quotation, which will be considered. The government may award the contract based on the initial offer without discussion. Contractors must be registered in the SAM system for award management database prior to submitting an offer. Electronic submissions are allowed and should not exceed 30MB per email. The performance period is for a base year with four one-year option periods. The contractor shall provide mobile telephone services and may be required to provide temporary additional services with 24-hour advance notice. This work shall not be subcontracted. A pre-quotation conference will be held, with the date to be announced in the solicitation.

The Drug Enforcement Administration (DEA) requires antenna sites services. This is a justification for other than full and open competition (JOFOC) to permit DEA contracting officers to use non-competitive procedures for acquisitions of access rights to locations for DEA antenna sites. This JOFOC is effective through September 30, 2028. The DEA has a continuing requirement for access rights to establish and maintain antenna sites at specified locations throughout the United States, Puerto Rico, and outlying areas to support DEA law enforcement activities. Multiple antenna sites are needed for effective communications and operational control. The aggregate estimated value for this requirement over a five-year period is not specified. The statutory authority for this non-competitive procedure is 41 ****(1) because the required rights and services are available from only one responsible source. Antenna sites are critical for DEA operations and personnel safety, requiring specific locations for optimal coverage and minimal interference. Field technical personnel survey potential site locations to determine suitability. Most requirements do not exceed the micropurchase threshold and are acquired using micropurchase procedures. Requirements exceeding $25,000 will be synopsized on SAM. gov with a copy of this JOFOC, or an exception to the posting requirement will be documented. The contracting officer will perform price analysis to ensure costs are fair and reasonable. Market research involves surveys of potential antenna site locations. Conducting competitive procedures is considered technologically impracticable, inefficient, and cost-prohibitive. No other sources have expressed written interest. The DEA intends to award a firm-fixed-price sole source purchase order to Alaska Department of Public Safety for these services. Capability statements received by March 31, 2026, at 9:00 a. m. Vendors must be authorized resellers of Zoom for Government (ZFG) and provide proof of authorization with their quote. The government intends to award a firm fixed-price contract to the lowest price technically acceptable offeror.
