The award will be made to the respondent that provides the best value to the state of Texas, determined by cost, demonstrated relevant experience, qualifications and past performance, technical proposal, overall responsiveness, clarity, organization, and safety record, quality control program and cost controls. The glo shall not be obligated to accept the lowest priced proposal but shall make an award to the respondent that provides the best value to the state of texas.
Respondents must have at least five years of experience in the coastal construction business or equivalent executive management experience, demonstrated experience in meeting completion dates and construction schedules, and relevant experience in excavation, hauling, and placement of fill in shallow water environments for projects of similar scope and size. espondent must have recently been in the coastal construction business for a minimum of five 5 years
