The project is specified to be completed by March 31st, 2027.

Polk County reserves the authority to retain up to five percent (5%) of the monthly estimates, as determined by the project engineer, of labor performed and material delivered for the construction of public improvements, in accordance with section **** of the Iowa Code.

Contract award will be determined based on the lowest responsive, responsible bidder.

Liquidated damages in the amount of **** per day will be assessed for each day of noncompliance.

A pre-letting conference will not be held.

In the event that a bidder feels that an intent to award has been made unfairly or improperly, the bidder has the right to protest that intent to award within three (3) days of receiving the notification of award.

Bids submitted without a signed resident status form shall not be accepted.

Paving must commence the next business day after milling is completed, weather permitting. The work is to be completed within 30 calendar days after commencement.

Progress payments will be made monthly based on certified approved estimates of work performed. 5% of payments claimed will be retained, reduced to 2 times the value of remaining items when substantially complete.

The contractor shall maintain the improvements in good condition and repair for a term of one year from the date of completion and acceptance.

Award will be made to the lowest, responsive, responsible bidder. The owner reserves the right to waive informalities and reject any or all bids.

Bidders must have adequate financial resources, adequate equipment, and the necessary experience and technical qualifications. The owner may investigate bidder ability and reject proposals if not satisfied.

Failure to complete the work within the specified time may result in liquidated damages of no less than **** per day. Discrimination penalties may also apply.

Bids will not be considered if a noncollusion statement is not complied with. Firms listed on the EPA master list of debarments, suspensions, and voluntary exclusions are forbidden from award.

Bids must be received no later than 3:00 p. m. , local time, on Friday, August 14, 2026.

The work will be substantially completed by November 30, 2026, and ready for final payment by December 31, 2026.

Progress payments will be made on or about the 20th day of each month, with 95% of work completed being paid, and the remaining 5% held as retainage until substantial completion.

Contractor acknowledges landscape maintenance and warranty items extend past the final payment date and will be held accountable.

The contract will be awarded to the bidder whose bid is in the best interest of the project, considering qualifications, references, and other requested data.

Bidders must demonstrate experience on at least three comparable inland lake projects, experience on dredge projects in Michigan, and their superintendent must have 3 years of experience on inland lake dredge projects.

Contractor shall pay owner $400 for each day that expires after the time specified for substantial completion until the work is substantially complete.

A mandatory pre-bid meeting will be held at Ross Lake Park on August 3, 2026, at 3:00 pm. Contractors are required to familiarize themselves with the project site prior to this meeting.

Questions may be submitted, in writing, to the project engineer by 5:00 pm on Friday, August 7, 2026.

Proposals submitted by bidders who have been debarred, suspended, or made ineligible by any federal agency will be rejected. Failure to provide complete qualifications or references may also lead to disqualification.
