Dock Maintenance Government Bids & RFPs

This is a solicitation for non-nuclear ship repair services, including overhauls and conversions, for non-nuclear propelled and non-propelled ships east of the 108th meridian. The specific work includes dry dock repairs for the USCGC Venturous. The period of performance is from August 24, 2026, to November 1, 2026. The contractor is required to maintain specific types of insurance, including ship repairers liability, comprehensive general liability, and coverage in accordance with the Longshoremen's and Harborworkers' Act and state workers' compensation law. Change requests (CRs) will be authorized by the Contracting Officer, and work will be priced at labor billing rates designated in the schedule. Contractors must provide a detailed breakdown of CR composite labor rates, including direct production labor, indirect costs, and profit/fee. Direct materials, direct subcontracted services, and direct consumables/expendables must be priced and itemized separately. The CR process involves condition found reports, condition report replies, change requests, contractor proposals, negotiations, and contract modifications. Contractors must submit specific information in all CR quotes, including labor hours, a list of materials and services with prices, and any proposed schedule changes. Payment for hours ordered is contingent upon a written contract modification. Within three working days of the vessel's arrival, contractors must provide a production schedule, work package network, total manpower loading curve, trade manning curves, and subcontracting list. Deviations from the production schedule that cause delays may entitle the government to remedies. The government may authorize access to the vessel and contractor facilities for government personnel and representatives of other contractors. Temporary services provided by the contractor may be subject to equitable adjustment if performance time is extended due to government-caused delay. Amendments have been issued regarding ship checks and updated deadlines.
