Quotes are requested for thinning, piling, and decking of 40 acres of federal land in Platte County, Wyoming. A site visit is scheduled for August 25, 2025, at 10:30 AM Mountain Time. Bidders must contact Ryan Morgan at least 48 hours before the visit. The solicitation closing date is September 2, 2025, at 1:00 PM MDT. The successful offeror will be selected based on relevant experience, past performance, technical capability, and price. The period of performance is from September 8, 2025, to July 14, 2026. Bidders must provide their own transportation for the site visit. The government assumes no liability for bidders attending the site visit. The contractor must follow the approved access route. The BLM assumes no responsibility for trespass issues. The contractor shall provide all personnel, equipment, tools, materials, supervision, and other items and incidental services necessary. The government may direct the contractor to shut down any work that may be subject to damage due to weather conditions or fire danger. The contractor shall pressure wash all equipment before arriving on BLM property. All wildlife trees, bearing trees, marked and/or boundary trees will be protected and left standing. The offeror shall address its past experience in performing work of a similar nature, submit at least three projects of similar scope and magnitude, and propose a work schedule that meets the requirements and objectives of the project. The offeror shall propose a firm fixed price for each of the tasks listed in the performance work statement (PWS) and a total price for all tasks. Payment requests must be submitted electronically through the U. S. Department of the Treasury's Invoice Processing Platform (IPP). The contractor must use the IPP website to register, access, and use IPP for submitting requests for payment. The contractor government business point of contact as listed in SAM will receive enrollment instructions via email from the Federal Reserve Bank of St. Louis (FRBSTL) within 3-5 business days of the contract award date. The contractor shall establish and maintain a quality control program to ensure the requirements of the contract are achieved. One copy of the contractor's quality control plan shall be provided to the contracting officer prior to the start of contract work. The government may require continued performance of any services within the limits and at the rates specified in the contract. These rates may be adjusted only as a result of revisions to prevailing labor rates provided by the secretary of labor. The option provision may be exercised more than once, but the total extension of performance hereunder shall not exceed 6 months. The contracting officer may exercise the option by written notice to the contractor within 30 days. The contracting officer is the only individual authorized to enter into or terminate this contract, modify any term or condition of this contract, waive any requirement of this contract, or accept nonconforming work. The contracting officer will designate a contracting officer's representative (COR) at time of award. The COR will be responsible for technical monitoring of the contractor's performance and deliveries. The COR will be appointed in writing, and a copy of the appointment will be furnished to the contractor. Changes to this delegation will be made by written changes to the existing appointment or by issuance of a new appointment. The contractor shall comply with the written or oral direction of the contracting officer or authorized representatives acting within the scope and authority of the appointment memorandum. The contractor need not proceed with direction that it considers to have been issued without proper authority. The contractor shall notify the contracting officer in writing, with as much detail as possible, when the COR has taken an action or has issued direction written or oral that the contractor considers to exceed the COR's appointment, within 3 days of the
