This is a nonpersonal services contract for the inspection, testing, preventative maintenance, and remedial repairs of fire alarm systems at Tobyhanna Army Depot (TYAD). The contractor shall provide all necessary supervision, labor, equipment, parts, and materials, except for items specified in Part 3. A Quality Control Plan (QCP) must be submitted within 5 working days of contract award. Strict security requirements are in place, including background checks, installation access procedures, and personnel identification. The contractor must comply with all Department of Labor and OSHA rules and regulations, as well as applicable NFPA codes and USACE EM **** compliance is also a priority. Specific training, including AT Level I, OPSEC, and iWATCH, is mandatory for contractor personnel. The period of performance includes a 14-day phase-in period and services commence no later than 30 calendar days from contract award. A detailed written transition plan is required within 14 calendar days of award. Invoicing will be structured with a Firm Fixed Price (FFP) CLIN for ITIPM and a Time and Material (T&M) CLIN for authorized repairs and modifications. Service Contract Reporting (SCR) via SAM is required. Applicable publications include NFPA 72, NFPA 70E, UFC ****, USACE EM ****, FAR, OSHA, and NEPA.
The commencement of services shall begin no later than 30 calendar days from the date of contract award.
A firm fixed price (FFP) CLIN will be used for ITIPM. A separate time and material (T&M) CLIN will be used for any authorized remedial repairs and minor system modification work. For T&M, invoice material at cost only. No indirect cost, fees, or rental fees will be approved. Travel is not reimbursable.
The contractor shall provide trained and experienced fire alarm service technicians with recent and relevant experience for the types of systems located at TYAD and perform to the standards IAW manufacturers specifications, accepted industry standards, National Fire Protection Association (NFPA), and Unified Facilities Criteria (UFC).
If damage or loss occurs to incidental property during the course of performance which is a direct result of contractor negligence, the contractor's invoice shall be reduced by the amount of damage/loss resulting from their negligent action/inaction as directed by the contracting officer. In addition, a negative performance assessment will be considered.
Prior to the commencement of services, the contractor shall meet with the COR and POC at a time, date, and location agreed upon by the COR, POC and the contractor for coordinating the initiation of work and TYAD site familiarization.
