Lot 1: Kentucky Law Enforcement Council Instructor Monitoring The Department of Criminal Justice Training is seeking the services of three ( 3) individuals to provide instructor monitoring for the Kentucky Law Enforcement Council. The Kentucky Law Enforcement Council ( KLEC) is an independent administrative body of state government charged with the duty of certifying peace officers, law enforcement training curricula, and law enforcement instructors. To ensure compliance and track effectiveness, the KLEC has the authority and the obligation, pursuant to KRS ****( 1) ( g), to monitor instructors, schools, and training instruction. The KLEC, whose members are unpaid, seeks to retain qualified individuals to conduct compliance monitoring audits. Given the expense of travel and necessary time associated with adequate review and analysis of monitoring subjects, this has been the only feasible route to comply with the KLEC requirement that each law enforcement instructor be monitored at least once every two years. The Justice and Public Safety Cabinet and the Department of Criminal Justice Training provides administrative support staff for the KLEC. As the Department of Criminal Justice Training is the most significant agency utilizing KLEC- certified instructors, there would exist the perception of a conflict of interest for staff of the Department of Criminal Justice Training to be assigned to monitor instructors. Accordingly, independent, unaffiliated individuals are sought to perform compliance monitoring on behalf of the KLEC. Travel to various locations throughout the state will be required under the terms of the resulting contracts issued from this RFP.

Lot 1: The Legal Training Section, Training Support Branch, Training Operations Division of the Department of Criminal Justice Training is seeking the services of three ( 3) attorney/trainers to fill three ( 3) vacancies for the Moot Court training sessions scheduled during the final week of the Basic Training Academy. The RFP will require three ( 3) contracts, one for each of the selected attorney/trainers. The attorney/trainers will serve in the role as defense attorneys in mock trial settings that are based on cases, which students have worked during the course of their training. Attorney/trainers will review students' paperwork and materials prior to the courtroom exercise, cross- examine the students on their testimony and critique the students' performances as to their paperwork and materials presented on their testimony given during the mock trial. Classes contain a minimum of fifteen ( 15) students to a maximum of forty- two ( 42) students, making it necessary to run two sessions concurrently. Each attorney/trainer may conduct up to a maximum of thirteen ( 13) sessions per fiscal year. Contracts awarded through the RFP shall be effective July 8, 2026 through June 30, 2028. The Commonwealth reserves the right to renew this contract for up to two ( 2) additional two ( 2) year periods. FY27

Lot 1: The Department of Criminal Justice Training ( herein after referred to as DOCJT); a department of the Justice and Public Safety Cabinet of the Commonwealth of Kentucky, is accredited by the Commission for the Accreditation of Law Enforcement Agencies ( CALEA). To comply with CALEA standards and to satisfy federal OSHA regulations, the DOCJT is seeking individuals and organizations to provide certain fitness- for- duty and /or medical testing and vaccinations for staff members of DOCJT. The contract developed from this RFP will have an initial effective date from 7- 1- 2026 through 6- 30- 2028. Lot 1: Department of Criminal Justice Training ( DOCJT) is requesting quotes to feed recruits lunch in Madisonville. * Vendor must be within a 30 mile radius of Madisonville Regional Police Training Center, 755 Industrial Rd, Madisonville, KY **** * Accommodate up to 30 students for lunch between 11: 00am - 2: 00pm, Monday - Friday * Vendor will provide all eating utensils and supplies, including, but not limited to silverware/plastic ware, cups, condiments, plates, and napkins. * Lunch will not exceed $ ****, including beverage, per student * DOCJT shall provide a binder containing a weekly class roster for the contract term.
