The City of Monroe is seeking Statements of Qualifications (SOQ) for design-build services for the Stewarts Creek Pump Station Bar Screen Upgrade. The project involves replacing existing mechanical and manual bar screens with new mechanical screens and a new screenings conveyance system. The estimated budget is $3,000,000. SOQs are due by August 28, 2026, at 2 PM. Proposers must submit their SOQ electronically or in hard copy. The procurement process is qualifications-based selection, with evaluation criteria including proposer experience, understanding of the project, qualifications of key team members, and SOQ quality. All items installed as part of the project shall include a one-year warranty.
The evaluation criteria include the proposer's experience (30%), understanding of the project and approach (35%), qualifications of key team members (25%), and quality of the SOQ package (10%).
Proposers must submit an SOQ detailing their technical, management, and financial qualifications to design, permit, construct, commission, and close out the project.

Communication with any owner employees, representatives, or consultants other than the designated contact person may cause disqualification. Designating the entire qualifications package as a trade secret may also lead to disqualification.
The estimated budget for the scope of work is three million dollars ($3,000,000).
