This solicitation is for the provision of services for the supply and installation of concertina razor wire at the US Consulate General Karachi. Proposals are due by April 27th, 2026, 15:00hrs Pakistan Standard Time. Bids must be submitted electronically in English and in Adobe Acrobat PDF format, not exceeding 30MB. A mandatory pre-quotation site visit is scheduled for April 16th, 2026. Offerors must be registered in the SAM system. Required documents include ****, Section A pricing, Section B and Attachment 2 quotation breakdown, Section L representations and certifications, and additional information as required in Section J. The award will be made to the lowest priced, acceptable, responsible quoter. The estimated project completion period is within 30 business days.
The contractor shall begin performance within 10 calendar days and complete it within 30 calendar days after receiving award, notice to proceed. This performance period is mandatory, negotiable.
Payment will be processed through EFT within 30 days against each line item of the date that a correct invoice conforming to the provisions of the purchase order is received at the US Consulate General Financial Management Office and satisfactory completion of work/delivery of acceptable items.
The contractor shall furnish some form of payment protection as described in **** in the amount of 20% of the contract price. The required securities shall remain in effect in the full amount required until final acceptance of the project by the government. Upon final acceptance, the penal sum of the performance security shall be reduced to 10% of the contract price. The security shall remain in effect for one year after the date of final completion and acceptance.
The U. S. government intends to award a contract/purchase order to the responsible company submitting an acceptable offer at the lowest price.
Offerors/quoters must be technically qualified and financially responsible. At a minimum, each offeror/quoter must have an established business within the U. S. or Pakistan with a permanent address and telephone listing, a site supervisor able to communicate in English, experience of 5 years dealing with construction projects or equivalent, necessary personnel, equipment and financial resources, no adverse criminal record, and no political or business affiliation contrary to U. S. interests.
If the contractor fails to complete the work within the time specified in the contract, or any extension, the contractor shall pay liquidated damages to the government in the amount of PKR 10,000 for each calendar day of delay until the work is completed or accepted.
The consulate intends to conduct a pre-quotation site visit on April 16th, 2026, at 11:00 AM Pakistan Standard Time. Offerors interested in attending must email ***@***. *. * with required details on or before April 14th, 2026, 15:00hrs.
The contractor shall provide all required material samples to the COR for approval prior to commencement of services.
Following the site visit, all relevant questions must be submitted no later than COB 20th April 2026.
