The bid responses are due on or before Friday, May 29, 2026, at 2:00 PM, as stated in the invitation to bid: please submit two 2 copies of your request for proposal rfp clearly marked comprehensiveevaluation of special education programs and services **** on or before friday may 29, 2026, at2: 00pm.

The award criterion is based on a 100-point scale, considering experience (25 points), quality and clarity of proposed approach (25 points), fees, rates, and costs (15 points), organizational capacity (10 points), experience of assigned individuals (10 points), client references (10 points), and adherence to RFP requirements (5 points).

Firms must provide firm background and qualifications, client experience, statement of qualifications, project approach and team structure, innovative practices, at least two sample final reports, a detailed fee proposal, and a minimum of three client references.

The RFP requires proposers to provide at least two sample final reports from comparable school district engagements, with identifying information redacted as necessary.

The deadline for written questions is May 15, 2026, and responses to all questions will be issued via addendum on May 20, 2026.

The bid award will remain in effect through October 1st, 2026. The district encourages bidders to furnish and deliver the specified items/services at such time, at such places, and in such quantities as specified.

The bid notice states that Pennsbury School District will issue payment within the prescribed time established by Act 138 of **** will be made upon receipt of all goods/services being received and complete unless as otherwise stated by contract documents or other mutually agreed terms. In the event of a dispute arising over the quality or quantity of goods/services received, payment may be suspended pending resolution of the dispute.

The Pennsbury School District will evaluate and determine what offer will be in the best interest of the district. The district reserves the right to waive any formalities or irregularities, and also reserves the right to reject any and all bid proposals, to divide a bid proposal in the best interest of the district, to eliminate, reduce or increase items and/or quantities and to exercise judgment as to the comparative merits of the products or services offered.

The following documents must be provided as part of your proposal: a. Request for Bid b. Noncollusion Affidavit c. Bid Spec Response Spreadsheet d. Bid Certification Summary Sheet. Failure to provide any of these documents may disqualify your bid.

According to section 755, Public School Code of Pennsylvania, ****, as amended, the successful bidder agrees that there shall be deducted from the amount payable to the contractor under this contract a penalty of five dollars ($5. 00) for each person for each calendar day during which such person has been discriminated against, or intimidated, in violation of the provisions of this contract. This contract may be cancelled or terminated by the district and all money due or to become due hereunder may be forfeited, for a second or any subsequent violation of the terms or conditions of this portion of the contract.
