The City of Ocala Suntran is seeking bids for the supply of new or reconditioned Cummins L9 **** engines and Allison B400 transmissions. Bidders can propose for the full scope of work or specific components. The city anticipates purchasing up to 10 engines and 10 transmissions over three years. Pricing and work distribution will be evaluated collectively or in parts, based on the best interests of the city. The scope of work includes complete engine and transmission replacements, including installation, with specific components and related parts. A manufacturer's warranty is required, and a third-party bond or surety is required for any portion of the warranty not covered by the OEM. Additional requirements include the replacement of various components, cleaning, inspection, and replacement of parts as needed, and the installation of a new ECM. The contractor must confirm all settable parameters with the city project manager prior to delivery of the first completed unit. All like-series engines must be programmed identically. The contractor is responsible for returning the HVAC system in the same operating condition as received. The contractor must meet minimum shop and technician qualifications, including ASE and EPA certifications. Weekly progress reports are required. The contractor must conduct fully documented tests on each vehicle during and following the repower to determine its acceptance. The city will conduct a final inspection. The contractor assumes all warranty responsibility for workmanship, parts, and equipment. The city will consider dealing directly with engine and transmission suppliers only if they are geographically located in the north central Florida region. The awarded vendor must complete a SAM registration for doing business with the U. S. government and comply with all FTA third-party contract clauses. Engine and transmission specifications are detailed, including minimum specifications, Buy America requirements, and core credit policies. The price of the unit shall include a standard warranty. The city is requesting pricing of an extended warranty for evaluation purposes only. The contractor must provide a written receipt for the engine and transmission cores to the city of Ocala Suntran. The contractor shall reimburse the core credit to the city of Ocala Suntran within 45 days of receiving the core from the city of Ocala Suntran.

The City of Ocala requires an experienced electrical contractor to design and furnish relays and panels for the Dearmin and Water Plant substations. Bidders must be licensed electrical contractors with experience in substation projects in Florida. A bid bond (5% of the total bid amount) and performance/payment bonds are required. Specific insurance requirements (commercial general liability, commercial automotive liability, and workers compensation) must be met. All items must be delivered to the city's electric utility warehouse by January 1, 2026. The city will inspect the equipment upon arrival. The contractor is responsible for any damages to public or private property during transportation. Detailed specifications, including drawings, shop drawings, and manufacturers literature, are required. Normal working hours are 7:00 AM to 5:00 PM, Monday through Friday. The contractor must provide an assigned project manager and a valid telephone number. The city reserves the right to purchase materials for the contractor. The lowest bidder meeting all requirements will be awarded the contract. A completed price proposal (Exhibit C) must be uploaded with the bid. Bidders must bid on all line items.
