The bid notice states that the WVCTCS strongly prefers to utilize electronic payments in its transactions. The successful proposer will be provided a form to complete with the contract to authorize such payment method.
The WVCTCS will award a contract based upon the evaluation of three selected proposers' interviews. Initial proposals should be submitted on the most favorable terms from both a technical and price standpoint.
Proposers must be qualified firms or individuals with experience in construction management at risk. Detailed information regarding the firm's qualifications and experience as it pertains to the higher education environment is required, including project approach/methodology, project team, and project experience.

For the purposes of this proposal, the construction cost of work for trade bid packages is assumed to be $20,000,****.
