2026- 34 Parking Elevator Maintenance Contract
Annual elevator maintenance agreement Two 2 hydraulic passenger elevators and six 6 traction passenger elevators located at various parking garages owned and operated by the City of Charleston.

Payments for goods/services will be made in arrears upon receipt of a proper invoice, detailing the goods/services provided or receipt of the goods/services, whichever is later. The City will pay proper requests for payments within thirty 30 days following the City's receipt of a proper request for payment.
The vendor expressly warrants that the goods and/or services covered by this contract will conform to the specifications, be merchantable and fit for the purpose intended, and be free from defect in material and workmanship. Vendor further warrants that, if any of its completed services fail to conform to this agreement or attachment A, vendor shall, at its own expense, and provided vendor is notified of such defect or nonconformity within one year of the completion of the services, either perform corrective services at no cost to city as may be required to correct such defect or nonconformity or refund to city the amount paid to vendor for services that are defective or nonconforming.
The contract shall be awarded to the vendor that provides the contract items meeting the required specifications for the lowest overall total cost as shown on the pricing pages.
Vendor must hold a current and valid West Virginia State Contractors License and be authorized to perform elevator maintenance services under the rules of the West Virginia Division of Labor. Vendor must submit proof of West Virginia Contractors License and workers compensation insurance with bid. Vendor must submit experience documentation, references, and background check evidence required by section 3. 18 with bid.
If during thirty 30 consecutive days the City experiences three 3 callbacks on the same unit for the same problem, the monthly maintenance cost of that unit will be credited to the next monthly billing. Vendor must perform all tests mandated by the authorities having jurisdiction prior to the expiration date, or liquidated damages of $100 per day per device shall be charged to vendor. Any items identified in a periodic inspection finding or reported as a potential periodic inspection violating condition must be corrected within thirty 30 days. Vendor must certify in writing within the thirty 30 days that all items are completed, or liquidated damages of $100 per day per device will be charged to vendor.
A mandatory pre-bid meeting will be held at City Hall, 501 Virginia Street East, Room 308 on the 3rd Floor, Charleston, WV **** on Wednesday, July 22, 2026, at 1:00 PM. All vendors submitting a bid must attend the mandatory pre-bid meeting.
Vendors may submit questions relating to this solicitation to the City of Charleston's Purchasing Director. Questions must be submitted in writing on or before Wednesday, July 29, 2026, at 1:00 PM.
Failure to comply with mandatory terms, failure to attend the mandatory pre-bid meeting, failure to complete the attendance sheet, failure to submit bids by the deadline, failure to complete the pricing page in its entirety, or failure to acknowledge addenda may result in bid disqualification.
