The award is based on the best ability to fulfill the requirements of this solicitation, based on the qualifications and evaluation criteria outlined herein and factors other than lowest price.

All winning bidders will be reimbursed for the services performed in a lump sum fee for each completed scope of work submitted by invoice.

The evaluation criteria are listed in order of importance: professional training and experience (50 points), capacity for timely completion (10 points), size of the firm (5 points), past performance (20 points), prior successful completion (10 points), and MWVSBE certification (5 points).

Minimum threshold requirements include having at least one principal who is an LDEQ certified lead supervisor in Louisiana, LDEQ certified lead workers, a current Louisiana contractor's license, and a certificate of insurance.

Failure to complete the job in a timely manner will result in liquidated damages of a 150 day fine for unreasonable delays.

During the 4 days, it is mandatory to visit the job location, at a date and time established by the city of kenner, to be able to provide accurate pricing.

Solicitation responses that appear unrealistic in terms of technical commitment, that show a lack of technical competence, or that indicate a failure to comprehend the risk and complexity of a potential contract may be rejected.
