This is a justification for limited sources to award a single award Blanket Purchase Agreement (BPA) for VMware software, maintenance, subscription software, cloud services, and incidental professional services. The BPA will be awarded by the Naval Information Warfare Center Pacific (NIWC PAC) on behalf of the Department of the Navy (DON) Enterprise Software Licensing (ESL). This action is a follow-on to a current DON ESL BPA that expires on March 17, 2024. The new BPA will have a period of performance from March 2024 to March 2027. Orders can be issued by warranted contracting officers across the DON. An Enterprise License Agreement (ELA) will be established within the BPA for consolidated orders of subscription software and new licenses. The strategy is to secure licensing at discounts below GSA fixed prices and incorporate additional intellectual property terms and conditions. The BPA will be established using competitive procedures outlined in FAR ****(b), with best value determined on the basis of low price, a current letter of supply from VMware, and assent to the BPA terms and conditions. Market research identified three authorized VMware resellers with GSA schedules: Carahsoft Technology, Dell Federal, and Promark. The requirement is for commercial off-the-shelf (COTS) software. The DON commonly utilizes VMware products for IT operations, including server and infrastructure virtualization, and management and automation of virtualized environments. VMware's vSphere platform is the hypervisor on all CANES vessels, and vSAN is the software-defined storage solution. The USMC also relies on VMware software for virtualization and data center consolidation. VMware vSphere and vSAN have DISA-approved Security Technical Implementation Guides (STIGs) for Risk Management Framework (RMF) accredited systems. VMware is the sole owner of its intellectual property and the only company that can provide maintenance and support for its software subscriptions. The estimated value of the BPA excludes the VMware Horizon suite of licenses, cloud services, and professional services portion. Orders for these specific items will require individual limited sources justifications. The DefenseWERX and NavalX are researching open-source virtualization software as an alternative. The DON is continually engaged in market research to identify better pricing and terms for enterprise-level asset management contracts and ESL agreements.
