The estimated period of performance consists of a one year base period beginning June 30, 2026 to June 29, 2027.

Payment will be made upon acceptance of services.

In the event of the contractor's or a subcontractor's noncompliance with clause ****, this contract may be canceled, terminated, or suspended in whole or in part, and the contractor or subcontractor may be declared ineligible for further government contracts.

The base CLIN period of performance is no more than 210 days after Notice to Proceed (NTP). Optional CLINs have a period of performance of no more than 60 days after NTP. The anticipated project completion for the initial award is April 22, 2027.

Payment will be made by the Department of Veterans Affairs Financial Services Center. Electronic submission of payment requests is required.

The contractor shall provide manufacturer warranties and contractor warranties for all units, systems, equipment, and components. Warranties commence upon government acceptance, unless more stringent requirements are provided.

Award will be made to the offeror whose proposal represents the best value to the government, considering both technical and price factors. The government may consider award to other than the lowest-priced or highest technically rated offeror if it is in the best interest of the government.

Proposals must demonstrate compliance with every requirement of the SOW, including manufacturer technical data. Offerors must have a current CMMC Level 1 or higher self-assessment. o be rated acceptable, the proposal must demonstrate that the offered item meets or exceeds every requirement of the sow.

Contractors must ensure that any personnel performing under a contract are fully trained, licensed, certified, and otherwise qualified to perform the desired services of similar size and complexity.

Failure to comply with base access and general protection requirements may result in withholding of final payment.
