The bid notice states that sealed proposals must be received no later than April 24, 2026, at 1:00 PM. Proposals received after this time will be returned unopened.

The bid notice states that each proposal must conform and be responsive to the requirements set forth in this RFP.

The deadline for submission of offers is April 15, 2026, at 2:00 p. m. CT. Late offers will not be considered.

Payments will be made according to the schedule in the mandatory price sheet and the contract, generally within 30 days after the later of goods receipt, services completion, or undisputed invoice receipt, in accordance with the Texas Prompt Payment Act.

The vendor must provide a one-year full replacement warranty for all items provided, starting from the date of acceptance by CPA. Manufacturers' standard warranties will also apply.

Offers will be evaluated under the best value standard, with criteria including respondents' past performance, qualifications, experience (20%), compliance with CPA specifications (40%), and cost (40%).

The RFO does not specify explicit qualification requirements beyond those implied by the need for qualified vendors to provide the software and services.

In the event of default or breach of contract, CPA may require the vendor to pay liquidated damages equivalent to two percent (2%) of the total cost for services or obligations not completed per calendar day of delay.

A pre-offer conference and pre-offer inspection are not applicable for this solicitation.

The RFO does not require sample submissions.

Questions regarding this RFO must be submitted in writing no later than April 3, 2026, at 2:00 p. m. CT.

The response due date for this RFI is Monday, April 6, 2026, at 5:00 PM EST.

The government intends to use the information gathered from this RFI to inform the PMO of a future acquisition strategy, which allows the government to consider non-cost factors, such as technical merit, past performance, and management approach, and weight them against a comprehensive total cost of ownership (TCO) to select a solution that provides the best overall value to the Air Force.

Respondents should indicate their ability to meet desired capabilities, tailored for a complex, agile government environment, which are detailed in Part IV: Statement of Need Desired Capabilities. This includes information on company information, solution overview, security, compliance, and SCRM questionnaire, and past performance experience.
