This is a combined synopsis/solicitation for janitorial services for the Bureau of Land Management (BLM) Farmington Field Office. The contract will be a firm-fixed-price commercial contract awarded on a lowest-price technically acceptable (LPTA) basis. It is a total small business set-aside. Offerors must submit quotes via email by March 25, 2026, 9:00 AM MDT. A mandatory site visit is scheduled for March 18 or 19, 2026. The period of performance is from April 10, 2026, to April 9, 2031, including option years. Offerors must meet technical acceptability criteria, including approach and work plan, staffing qualifications, and past performance. Pricing will be evaluated for reasonableness, and award will be made to the lowest-priced technically acceptable offer.
The period of performance for the janitorial services is from April 10, 2026, to April 9, 2031, including base year and four option years.
All payments shall be processed in accordance with the prompt payment act and submitted electronically via the Invoice Processing Platform (IPP). Monthly invoices will be approved for payment upon completion and acceptance of all services rendered. Payment may be adjusted based on the number of deficiencies found during inspections.
The government intends to award a firm-fixed-price contract to a responsible party whose offer meets the solicitation requirements and provides best value to the government on a lowest-price technically acceptable (LPTA) basis.
Offerors must describe their approach and work plan, staffing qualifications, and provide at least three past performance references of similar type, complexity, and magnitude completed within the last five years.
If deficiencies average more than five during inspections for the calendar month, payment may be reduced. For example, if deficiencies average more than seven but no more than 10, payment shall be authorized at 85% of the invoiced amount.
A site visit will be held in the main lobby of the BLM Farmington Field Office on Wednesday, March 18, 2026, from 2:00 PM to 3:00 PM MDT, and on Thursday, March 19, 2026, from 2:00 PM to 3:00 PM MDT. All prospective offerors are strongly encouraged to attend.
