The City of Escondido is seeking proposals for Senior Nutrition Program Meal Service. The selected contractor will be responsible for meal planning, preparation, and delivery of nutritionally balanced congregate meals to older adults at the Park Avenue Community Center. Services are expected to commence on October 1, 2026. Proposals are due by August 11, 2026. The estimated annual budget is $311,610. Key requirements include compliance with nutritional guidelines, preparation of approximately 115 meals per weekday, and timely delivery by 11 a. m. The city reserves the right to reject any or all proposals.
Meals must be delivered to the Park Avenue Community Center no later than 11 a. m. , Monday through Friday.
The city's payment terms are net 30 days from the date of invoice. No prepayment or partial up-front down payment will be made.
Proposals will be evaluated based on project description and scope of services (30%), qualifications, experience, menu planning, food safety, and delivery logistics (20%), meal service model, participant experience, and meal sampling (10%), and cost proposal (35%), and value-added services (5%). The award will be made to the most responsive and responsible bidder whose proposal is considered most advantageous to the city.
Prospective contractors must demonstrate qualifications and experience in providing meal preparation and delivery services for senior nutrition programs or similar publicly funded nutrition programs. They must also provide a description of their licensed food preparation facilities and applicable health inspection history.
Substandard meals may result in the city procuring food from alternate sources at the awardee's expense. The city has the right to deduct the cost of replacement meals from fees paid to the contractor.
If requested by the City during the evaluation process, prospective contractors shall provide up to 10 sample meals at no cost to the City. Sample meals shall be representative of the proposed menu, preparation methods, packaging, portion sizes, and service model.

The city may terminate a prospective contractor from the RFP process or any agreement if the contractor has made a material misstatement, misrepresentation, or provided materially inaccurate information.
The total budget for meal planning, preparation, and delivery services for the project is approximately $311,610 per year.
