Request for proposals for hazardous materials consulting services. Services include sampling, design, specifications, testing, oversight, and other environmental services. A mandatory pre-proposal meeting is scheduled for July 15, 2026. Proposals are due August 5, 2026, with public opening on the same day. Questions deadline is July 22, 2026. WCSD is soliciting a pool of qualified firms. Firms must have an office within three hours of Reno, NV. Specific certifications are required for asbestos and lead services.

WCSD's payment terms are net 30 after services are rendered and in receipt of an accurate invoice.
Proposer warrants that any service rendered shall be performed with the degree of skill, care, and judgment customarily accepted as sound quality practices and procedures. If service fails to meet requirements, proposer shall reperform the service at their cost.
Awards will be made based on price, qualifications, experience, understanding of WCSD's needs, and references.
Proposers must be properly licensed and/or incorporated to conduct business in Nevada and maintain all required city and/or county business licenses. Specific certifications for asbestos and lead services are required.
In case of default, WCSD may procure services from another source, deduct excess costs, assess a penalty equal to five percent of the total proposal price, and prohibit proposers from submitting proposals for one to five years.
A mandatory pre-proposal meeting will be held via Microsoft Teams on July 15, 2026, at 1:00 PM local time.
A notice of protest must be submitted no later than five business days from the date of the letter of intent recommendation of award.
Failure to attend the entire mandatory pre-proposal meeting, not signing the attendance sheet, arriving late to the mandatory pre-proposal meeting, or contacting unauthorized individuals may result in disqualification.
