The City of Abilene is seeking bids for water treatment chemicals as per specifications. Bids must be submitted in liquid pound unit price and include a calculation worksheet. Deliveries may require weekend service and must include a certified weight ticket and bill of lading. An SDS must be included with the bid submittal, and a manufacturer's certificate of analysis must accompany each delivery. The contract period is from the date of award to September 30, 2026. The city reserves the right to award items separately and apply local vendor preference. Bidders must comply with conflict of interest disclosure requirements and submit the Certificate of Interested Parties Form **** communication with city council members or staff regarding qualifications or award is prohibited.

If the contractor fails to deliver these supplies by the promised delivery date or a reasonable time thereafter, giving acceptable reasons for delay, or supplies are rejected for failure to meet specifications, the City of Abilene reserves the right to purchase specified supplies elsewhere, and charge the increase in price and cost of handling, if any, to the contractor.
The City of Abilene will utilize the best value competitive bidding method in determining the award of the contract. The City of Abilene will award the contract to the lowest responsible bidder who provides the best value to the City of Abilene.
All chemicals must meet AWWA standard listed and/or NSF/ANSI standard 60: drinking water treatment chemicals, including those for the Hamby Wastewater Treatment Plant. All chemicals must meet AWWA and City of Abilene specifications.
If the contractor fails to deliver these supplies by the promised delivery date or a reasonable time thereafter, giving acceptable reasons for delay, or supplies are rejected for failure to meet specifications, the City of Abilene reserves the right to purchase specified supplies elsewhere, and charge the increase in price and cost of handling, if any, to contractor.
A manufacturers certificate of analysis must accompany each delivery.
