The Town of Castle Rock is seeking proposals for consulting services for the US 85/CO 86 Traffic and Safety Plan. The project involves long-range planning, transportation modeling, safety analysis, and multimodal improvements. Proposals are due July 31, 2026. Selection will be based on qualifications and best value. The estimated project duration is **** months.
Proposals must be received by 2:00 p. m. MST, July 31, 2026. Submittals received after this date and time will not be accepted and will be returned unopened.
Invoices shall be submitted monthly with appropriate backup information, including project name, invoice number, timeframe for services, total invoice amount, total contract amount, amount spent to date, balance remaining, detailed billing statement, and earned value report. The town shall pay such invoices within thirty 30 days receipt of such invoice.
Selection of proposals will be qualifications and best value based. The final selection will be based on best value.
Each respondent shall be fully capable, qualified, insured and licensed as required to provide these services. Each respondent shall identify the principal in charge and the project manager that would coordinate all services with the town.
Requests for clarification concerning the RFP shall be submitted in writing and must be received by close of business July 17, 2026. Requests submitted via telephone will not be accepted.
The town reserves the right to reject any or all proposals, including without limitation the right to reject any or all nonconforming, nonresponsive, unbalanced or conditional proposals and to reject the proposal of any consultant if the town believes that it would not be in the best interest of the town to make an award to that consultant. whether because the proposal is not responsive or the consultant is unqualified or of doubtful financial ability or fails to meet any other pertinent standard or criteria established by the town.
