This is a Sources Sought notice for Medical Support Assistant (MSA) and Certified Nursing Assistant (CNA) staffing services at the Great Plains Area Regional Drug and Dependency Unit (GPARDDU). The Indian Health Service (IHS) is seeking to determine the availability of qualified Indian Small Business Economic Enterprises (ISBEE) and Indian Economic Enterprises (IEE) for these services. The contract is anticipated to be a firm-fixed-price (FFP) contract with a base period and four option periods. Services will be performed onsite at GPARDDU. A ramp-up period of up to 90 days is allowed for recruitment, credentialing, and onboarding. The contractor is responsible for ensuring continuous, uninterrupted MSA and CNA service coverage 24/7, including scheduling, backfill, and workforce management. Services include direct patient care, assisting licensed staff, and documentation. The contractor must comply with all applicable federal, state, tribal, and local laws, regulations, and accreditation standards, including HIPAA and 42 CFR Part 2. Respondents must provide a detailed capability statement addressing the company's qualifications and ability to provide the requirements, with supporting documentation. For CNA roles, a current certification and at least 24 months of direct patient care experience are required. For MSA roles, at least 24 months of direct patient care experience is required. Both roles require BLS certification and proof of current vaccinations and health requirements.
Failure to achieve required staffing capability within the ramp-up period may result in termination of default. Failure to meet staffing coverage requirements shall constitute a performance deficiency subject to corrective action.
