Proposals are due no later than July 25, 2026, at 17:00 WAT time.

Payment shall be made in US dollars. Invoices for U. S. Government employees shall be submitted electronically to ***@***. *. * may submit invoices monthly for payment to be made at the beginning of the month for which insurance coverage is provided.

Award will be made to the lowest priced, technically acceptable, responsible offeror.

Prospective offerors must be registered with the Autorité de Régulation et de Contrôle des Assurances (ARCA) of the DR Congo and must be registered in the System for Award Management (SAM) at sam. gov.

The embassy intends to conduct a pre-proposal conference at the site on July 10, 2026, at 10:00 WAT time at the Four Points Sheraton Hotel.

Offerors wishing to submit questions in advance of the conference must do so no later than close of business July 3, 2026.

Incomplete proposals will not be accepted. No proposals will be accepted after the due date and time.

Proposals must be submitted electronically through the City's online strategic sourcing platform no later than August 19, 2026.

Payment will be made within forty-five (45) days after receipt of an invoice acceptable to the City, in accordance with the Florida Local Government Prompt Payment Act. Payments will be made utilizing the City's P-Card (Mastercard or Visa).

Proposals will be evaluated based on firm experience and references (30%), qualifications of proposed account team (20%), consulting/brokerage capabilities and technical/actuarial methodology (30%), and total project cost (20%).

For Group 1 (Benefit Consulting), a certified benefit consultant with at least 8 years of experience providing self-funded health and pharmacy consulting services to governmental entities of similar size and complexity is required. For Group 2 (Actuarial Services), a certified actuary with at least 10 years of experience in self-funded health and pharmacy actuarial services to governmental entities of similar size and complexity is required, and must be a current member of the American Academy of Actuaries and an associate or fellow of the Society of Actuaries.

There will not be a pre-bid proposal conference or site visit for this request for proposal.

Any proposer who is not recommended for award of a contract and who alleges a failure by the City to follow the City's procurement ordinance or any applicable law, may follow the protest procedure within five (5) days after a notice of intent to award is posted.

The City reserves the right to disqualify a proposer during any phase of the competitive solicitation process and terminate for cause any resulting contract upon evidence of collusion with intent to defraud or other illegal practices.

Proposals must be submitted no later than Thursday, August 13, 2026, at 1:30 PM.

Payment procedures are detailed in the district's standardized terms and conditions, accessible on the website. Invoices can be submitted for payment after an approved purchase order is in place.

Alvin ISD shall evaluate respondents and award on the basis of demonstrated competence and proposal to perform the services, and fair and reasonable price and contracted fees.

Once a vendor has submitted a proposal and it has been approved by the board, they are considered a qualified vendor. Additional submissions are not accepted unless there is a change in pricing or bid categories.

Proposals submitted without two references may be disqualified. Failure to comply with HB **** will result in the vendor packet being suspended from processing.

Responses must be received no later than August 13, 2026, 2:00 PM.

Compensation will be in the form of fees negotiated as part of the contractual agreement, precluding any other form of compensation such as commissions.

The criteria used to select a firm include: quality and responsiveness of the proposal (25%), ability, capacity, and experience of the vendor (25%), firms plan/processes, services to be provided, method of approach, and schedule (25%), and price to provide the services requested (25%).

Proposals will be considered from firms with specific experience and success in consulting services for employee benefits, including self-funding, reinsurance, managed care, claims administration, claims evaluation, benchmarking, best practices, and employee education.

Failure to provide all information, inaccuracy, or misstatement may be sufficient cause for rejection.

Proposals must be received no later than: Tuesday, August 11, 2026 at 11:00 a. m. Late proposals will not be accepted.

The town intends to award a contract to the responsive and responsible proposer whose proposal is determined to be the most advantageous to the town, taking into consideration the evaluation criteria contained in this request for proposals and the proposed price.

The town seeks qualified firms and a consultant with demonstrated experience serving Massachusetts municipalities and a thorough understanding of Massachusetts general laws chapter 32b, municipal group insurance, and applicable federal and state employee benefits laws.
