Proposals are due August 10, 2026, 10:00 AM CST for transit advertising services. Services include selling and installing advertising on buses, shelters, and benches. The contract period is two years with three one-year options. Proposals must include a sales plan, revenue split percentage, and a guaranteed minimum monthly payment. Late proposals will be rejected. Inquiries must be submitted via email by July 27, 2026.

The awarded proposer shall make monthly payments to cats by the 20th working day of each month for revenues billed during the preceding month. Any payment not made within ten 10 days of the due date may be subject to a 5% late fee.
Proposals will be evaluated based on responsiveness, responsibility, experience and technical competence, staffing and personnel/program operations, approach, references, and price proposal. The award will be made to the proposer offering the best value.
Proposers must demonstrate experience in similar projects, understanding of RFP requirements, ability to meet performance goals, financial viability, and have qualified management and staff. Proof of signature authority should be submitted with the proposal.
Any payment not made within ten 10 days of the due date may be subject to a 5% late fee. Non-compliant advertisements shall be removed by the contractor at its own expense within seventy-two 72 hours of written notice from cats.
Protests concerning the issuance, form, contents or interpretation of the RFP must be filed in writing prior to ten 10 calendar days before the response due date. Protests concerning evaluation or award must be filed no later than six 6 calendar days after the contract award.
Failure to sign and complete Exhibit A, failure to meet the opening date and time, submitting late proposals, or any violation of the code of ethics may result in disqualification.
