Sealed solicitations for utility billing and mailing service must be received by October 2, 2025, at 2:00 PM Central Time. Bidders must submit their bids to the Texas Parks and Wildlife Department (TPWD) by 2:00 PM CST on the bid opening date specified on the IFB cover page. Late bids will not be considered. The lessor must maintain the following insurance coverage: standard workers compensation insurance, commercial general liability insurance, and personal injury insurance. The lessor shall be in compliance with all applicable standards, orders, or regulations issued pursuant to the mandates of the clean air act and the federal water pollution control act. The lease contract shall terminate at the end of the lease term unless otherwise extended or renewed. TPWD reserves the right to terminate the lease contract at any time for convenience, with 60 calendar days advance written notice. Purchases made for state uses are exempt from Texas state sales tax and federal excise tax. The lessor should not receive any sensitive or confidential information under the contract. Subcontractors providing services under the lease contract shall be subject to the same requirements as the lessor. Any actual or prospective respondent who is aggrieved in connection with this solicitation, evaluation, or award of any contract resulting from this solicitation may formally protest. Any lease contract resulting from this solicitation is subject to termination or cancellation, without penalty to TPWD, subject to the availability of state funds. Information provided to TPWD under this solicitation will be presumed public and subject to disclosure under the Texas Public Information Act (PIA). TPWD employees may not have an interest in, or be connected with, a contract or response for a purchase of goods or services by an agency of the state. If federal or state laws or regulations are amended or judicially interpreted so that either TPWD or the lessor cannot reasonably fulfill the contract, the parties shall be discharged from any further obligations under the contract. The respondent certifies that the responding entity and its principals are eligible to participate in this transaction and have not been subjected to suspension, debarment, or similar ineligibility determined by any federal, state or local governmental entity.
