The bid is for demolition and removal services. Bids are due November 26, 2025, at 3:00 PM. A performance bond is required if the contract exceeds $100,000, and a payment bond is required if the contract exceeds $50,000. The notice to proceed will be issued 30 days after the contract award. Bidders must inspect the site. A 10-business-day NESHAP notification is required before demolition, regardless of asbestos presence. All demolition and abatement must be conducted using wet methods to control dust and airborne contaminants. A licensed, certified NESHAP professional must be present onsite throughout the demolition process to identify and separate hidden asbestos for proper abatement. The contractor must comply with all applicable OSHA safety regulations. A written safety plan must be submitted and approved by the city prior to commencement of work.
The construction covered by the contract documents shall be substantially completed within 20 consecutive calendar days from the date specified in the notice to proceed issued by the city of lubbock to the successful bidder.
All payments due to contractor shall be made in accordance with the provisions of the general conditions of the contract documents.
All equipment and materials incorporated in the project and all construction shall be guaranteed against defective materials and workmanship.
Selection shall be based on the responsible bidder whose bid is determined to be the most advantageous to the city of lubbock considering the relative importance of evaluation factors included in this itb.
The bidder may be required before the award of any contract to show to the complete satisfaction of the city of lubbock that it has the necessary facilities, ability, and financial resources to provide the service specified therein in a satisfactory manner.
The contractor shall forfeit as a penalty to the city of lubbock on whose behalf this contract is made, sixty dollars for each laborer, workman, or mechanic employed for each calendar day, or portion thereof, such laborer, workman or mechanic is paid less than the wages assigned to his particular classification as set forth in the schedule of general prevailing rate of per diem wages included in these contract documents.
It shall be each bidders sole responsibility to inspect the site of the work and to inform bidder regarding all local conditions under which the work is to be done.
All protests regarding the itb process must be submitted in writing to the city director of purchasing and contract management within 5 working days after the protesting party knows of the occurrence of the action which is protested relating to advertising of notices deadlines, bid opening and all other related procedures under the local government code, as well as any protest relating to alleged improprieties with the itb process.
